CHANDIGARH: In a significant decision, Punjab Government has transferred two schemes related to Scholarship Management System of minority students (Sikh, Muslim, Chrishtian, Bodhi and Parsi) from manual to online.

Disclosing this here today Scheduled Castes and Backward Classes Welfare Minister Gulzar Singh Ranike said that scholarship amount of 2013-14 session under Post Matric Scholarship Scheme and Marriage-cum-Means basis scholarship scheme would be transferred only to account numbers which are attached to Aadhar Card Numbers.

The Minister appealed to all eligible students that they should make  their Aadhar Card on preference and write their Aadhar Number with their account numbers. He also appealed to the Head of the Educational institutions and Schools to extend every possible help to the students.

 ਅਜਿਹੇ ਸਮੇਂ ਵਿਚ ਜਦੋਂ ਅਮਰੀਕਾ ਵਿਚ ਨਿੱਜਤਾ ਅਤੇ ਗੁਪਤ ਤਰੀਕੇ ਨਾਲ ਕੀਤੀ ਜਾ ਰਹੀ ਚੋਰੀ ਅਤੇ ਸੀਨਾ ਜੋਰੀ ਦੁਨੀਆਂ ਭਰ ਵਿਚ ਮੀਡੀਆ ਲਈ ਮੁੱਦਾ ਬਣਿਆ ਹੋਇਆ ਹੈ, ਤਾਂ ਠੀਕ ਉਸੇ ਸਮੇਂ ਭਾਰਤ ਵਿਚ ਨੰਦਨ ਨੀਲਕੈਣੀ ਦਾ ਜ਼ਿਕਰ ਕਰਨਾ ਜਰੂਰੀ ਹੋ ਜਾਂਦਾ ਹੈ।........ਭਾਰਤ ਦੀ ਮਹੱਤਵਪੂਰਨ 'ਆਧਾਰ ਸਕੀਮ' ਦੇ ਸਰਪ੍ਰਸਤ ਨੇ ਸਫਲਤਾ ਪੂਰਨ ਆਪਣੇ ਦਫ਼ਤਰ ਵਿਚ ਚਾਰ ਸਾਲ ਪੂਰੇ ਕਰ ਲਏ ਨੇ।ਉਸ ਦਫਤਰ ਵਿਚ ਜੋ ਨਾਗਰਿਕਾਂ ਦੀ ਨਿੱਜਤਾ ਨੂੰ ਨਸ਼ਟ ਕਰਨ ਵਾਲੀ ਦੁਨੀਆਂ ਦੀ ਸਭ ਤੋਂ ਮਹੱਤਵਪੂਰਨ ਯੋਜਨਾ ਨੂੰ ਚਲਾ ਰਿਹਾ ਹੈ।ਇਸ ਯੋਜਨਾ ਨੂੰ 'ਅਧਾਰ ਕਾਰਡ' ਯੋਜਨਾ ਕਿਹਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਇਸ ਯੋਜਨਾ ਨੂੰ ਚਲਾਉਣ ਵਾਲੀ ਸੰਸਥਾ ਦਾ ਨਾਮ ਹੈ "ਯੂਨੀਕ ਆਈਡੈਂਟੀਫਿਕੇਸ਼ਨ ਅਥਾਰਟੀ ਆਫ ਇੰਡੀਆ।" ਆਪਣੇ ਨਾਮ ਦੇ ਨਾਲ ਹੀ ਇਹ ਸੰਸਥਾ ਨਾਗਰਿਕਾਂ ਦੀ ਨਿੱਜਤਾ ਅਤੇ ਗੁਪਤਤਾ ਨੂੰ ਭੰਗ ਕਰਨ ਵਾਲੀ ਬੜੀ ਹੀ ਯੂਕੀਨ ਯੋਜਨਾ ਨੂੰ ਬੜੇ ਹੀ ਯੂਨੀਕ ਤਰੀਕੇ ਨਾਲ ਚਲਾ ਰਹੀ ਹੈ।
 ਚਾਰ ਸਾਲ ਪਹਿਲਾ ਜਦੋਂ ਇਸ "ਯੁਨੀਕ ਅਥਾਰਟੀ" ਦਾ ਗਠਨ ਕੀਤਾ ਗਿਆ ਤਾਂ ਉਸ ਸਮੇਂ ਵੀ ਸਭ ਕੁਝ ਧੁੰਦਲਾ ਹੀ ਸੀ ।ਭਾਰਤ ਦੀ ਯੋਜਨਾ ਬਣਾਉਣ ਵਾਲੇ 'ਯੋਜਨਾ ਕਮਿਸ਼ਨ' ਨੇ 2 ਜੁਲਾਈ 2009 ਨੂੰ ਇੱਕ ਸਰਕਾਰੀ ਸੂਚਨਾ ਜਾਰੀ ਕਰਕੇ ਦੇਸ਼ ਨੂੰ ਦੱਸਿਆ ਸੀ ਕਿ ਦੇਸ਼ ਵਿਚ "ਯੁਨੀਕ ਆਈਡੈਂਟੀਫਿਕੇਸ਼ਨ ਅਥਾਰਟੀ ਆਫ ਇੰਡੀਆ" ਦਾ ਗਠਨ ਕੀਤਾ ਗਿਆ ਹੈ ਅਤੇ ਇਸ ਦੇ ਚੇਅਰਮੈਨ ਸ਼੍ਰੀਮਾਨ ਨੰਦਨ ਨੀਲਕੈਣੀ ਹੋਣਗੇ, ਜੋ ਕਿ ਉਸ ਸਮੇਂ ਦੇਸ਼ ਦੀ ਸਭ ਤੋਂ ਪ੍ਰਸਿੱਧ ਆਈ.ਟੀ. ਕੰਪਨੀ ਇਨਫੋਸਿਸ ਦੇ ਉੱਪ ਪ੍ਰਧਾਨ ਅਤੇ ਸੰਚਾਲਕ ਸੀ।........ਅਜ਼ਾਦੀ ਦੇ 60-62 ਸਾਲ ਬਾਅਦ ਵੀ ਇਨਸਾਨ ਹੋਣਾ ਕੋਈ ਪਹਿਚਾਨ ਨਹੀਂ, ਭਾਰਤ ਗਣਰਾਜ ਦਾ ਨਾਗਰਿਕ ਹੋਣਾ ਵੀ ਕੋਈ ਪਹਿਚਾਣ ਨਹੀਂ, ਦਰਜਨਾਂ ਤਰ੍ਹਾਂ ਦੇ ਅਲੱਗ-ਅਲੱਗ ਲਾਈਸੈਂਸ ਅਤੇ ਪਹਿਚਾਣ ਪੱਤਰ ਵੀ ਇੱਕ ਭਾਰਤੀ ਲਈ ਪਹਿਚਾਣ ਦਾ ਠੋਸ ਅਧਾਰ ਵਿਕਸਿਤ ਨਹੀਂ ਕਰ ਪਾਏ ਸੀ। ਇਸ ਕਰਕੇ ਮੰਤਰੀ ਮੰਡਲ ਸਭਾ ਨੇ ਫੈਸਲਾ ਕੀਤਾ ਕਿ ਹਰ ਨਾਗਰਿਕ ਨੂੰ 12 ਅੰਕਾਂ ਦੀ ਪਹਿਚਾਣ ਦਿੱਤੀ ਜਾਵੇਗੀ ਤਾਂ ਕਿ ਉਸ ਦੀ ਪਹਿਚਾਣ ਯੂਨੀਕ ਹੋ ਸਕੇ।

 ਉਸ ਸਮੇਂ ਵੀ ਜਦੋਂ ਨੀਲਕੈਣੀ ਇਸ ਸਰਕਾਰੀ ਮਹਿਕਮੇ 'ਚ ਆਏ ਸੀ ਤਾਂ ਸਵਾਲ ਉੱਠਿਆ ਸੀ ਕਿ ਆਖਿਰ ਐਨੀ ਵੱਡੀ ਕੰਪਨੀ ਦਾ ਮਾਲਕ ਏਨੇ ਛੋਟੇ ਜਿਹੇ ਸਰਕਾਰੀ ਵਿਭਾਗ ਦਾ ਮੁੱਖੀ ਬਨਣ ਲਈ ਕਿਉਂ ਆ ਗਿਆ? ਨੀਲਕੈਣੀ ਵੀ ਤਾਂ ਐਨੇ ਅਕਲਮੰਦ ਜਰੂਰ ਨੇ ਕਿ ਉਹਨਾਂ ਨੇ ਲਾਭ ਹਾਨੀ ਦਾ ਹਿਸਾਬ ਲਗਾਉਣ ਤੋਂ ਬਾਅਦ ਹੀ ਕੋਈ ਫੈਸਲਾ ਲਿਆ ਹੋਵੇਗਾ।ਲਾਭ-ਹਾਨੀ ਦੇ ਇਸ ਹਿਸਾਬ 'ਚ ਨੀਲਕੈਣੀ ਵਿਅਕਤੀਗਤ ਰੂਪ ਵਿਚ ਤਾਂ ਫਾਇਦੇ ਵਿਚ ਹੀ ਨੇ ਪਰ ਇਸ ਯੋਜਨਾ ਨੂੰ ਚਲਾਉਂਦੇ ਹੋਏ ਉਹ ਦੁਨੀਆਂ ਦੇ ਉਹਨਾਂ ਕਾਰਪੋਰੇਟ ਘਰਾਣਿਆਂ ਦੇ ਫਾਇਦੇ ਲਈ ਇੱਕ ਅਜਿਹਾ ਡਾਟਾ ਬੇਸ ਵੀ ਤਿਆਰ ਕਰ ਰਹੇ ਨੇ ਜੋ ਨਾਗਰਿਕ ਨੂੰ ਪਹਿਚਾਣ ਦਾ ਅਧਾਰ ਦੇਵੇ ਚਾਹੇ ਨਾ ਦੇਵੇ ਪਰ ਉਹਨਾਂ ਦੇ ਵਪਾਰ ਨੂੰ ਬੜਾ ਮਜਬੂਤ ਅਧਾਰ ਦੇਵੇਗਾ। ਪਰ ਹੁਣ ਸਾਡੇ ਲਈ ਕਾਰਪੋਰੇਟ ਘਰਾਣਿਆ ਦਾ ਵਪਾਰ ਮੁੱਦਾ ਨਹੀਂ ਸਗੋਂ ਉਹ ਅਧਾਰ ਹੈ ਜੋ ਨਾਗਰਿਕਾਂ ਨੂੰ ਆਧਾਰ ਦੇ ਨਾਂ 'ਤੇ ਦਿੱਤਾ ਜਾ ਰਿਹਾ ਹੈ।ਸਭ ਤੋਂ ਪਹਿਲਾ ਅਤੇ ਵੱਡਾ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਨਾਗਰਿਕਾਂ ਨੂੰ ਪਹਿਚਾਣ ਦੇਣ ਵਾਲਾ ਇਹ ਆਧਾਰ ਨੰਬਰ ਜੇਕਰ ਐਨਾ ਹੀ ਮਹੱਤਵਪੂਰਨ ਹੈ ਤਾਂ ਕਿ ਮਹੱਤਵਪੂਰਨ ਲੋਕਾਂ ਨੇ ਇਸ ਆਧਾਰ ਕਾਰਡ 'ਤੇ ਆਪਣਾ ਚਿਹਰਾ ਛਪਾਇਆ ਹੈ ਜਾਂ ਨਹੀਂ।ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਖੁਦ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਸੋਨੀਆ ਗਾਂਧੀ ਅਤੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮਨਮੋਹਨ ਸਿੰਘ ਨੇ ਵੀ ਹਾਲੇ ਤੱਕ ਆਪਣਾ ਅਧਾਰ ਕਾਰਡ ਨਹੀਂ ਬਣਾਇਆ? ਜਿਸ ਯੋਜਨਾ ਕਮਿਸ਼ਨ ਨੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਕਰਕੇ 2009 ਵਿਚ ਯੂਨੀਕ ਅਥਾਰਟੀ ਦੇ ਗਠਨ ਦੀ ਘੋਸ਼ਨਾ ਕੀਤੀ ਸੀ ਉਸ ਯੋਜਨਾ ਕਮਿਸ਼ਨ ਦੇ ਉੱਪ ਪ੍ਰਧਾਨ ਮੌਂਨਟੇਕ ਸਿੰਘ ਆਹਲੂਵਾਲੀਆ ਦਾ ਆਧਾਰ ਨੰਬਰ ਤਿਆਰ ਹੋ ਚੁੱਕਿਆ ਹੈ ਜਾਂ ਨਹੀਂ? ਇਹ ਵੀ ਹਾਲੇ ਸਵਾਲ ਹੈ। ਏਨੇ ਸਵਾਲਾਂ ਦਾ ਜਵਾਬ ਹੈ ਕਿ ਇਹਨਾਂ 'ਚੋ ਕਿਸੇ ਨੇ ਵੀ ਆਪਣਾ 'ਅਧਾਰ' ਨਹੀਂ ਬਣਾਇਆ।ਕਿਉਂਕਿ ਸਰਕਾਰ ਇਸ ਬਾਰੇ ਕੁਝ ਵੀ ਦੱਸਣਾ ਨਹੀਂ ਚਹੁੰਦੀ। ਆਖਿਰ ਕੀ ਕਾਰਨ ਹੈ ਕਿ ਸੂਚਨਾ ਦਾ ਅਧਿਕਾਰ ਦੇ ਕੇ ਨਾਗਰਿਕਾਂ ਨੂੰ ਮਾਲਿਕ ਬਣਾਉਣ ਵਾਲੀ ਸਰਕਾਰ ਇਹ ਛੋਟੀ ਜਿਹੀ ਸੂਚਨਾ ਵੀ ਨਹੀਂ ਦੇਣਾ ਚਾਹੁੰਦੀ ਕਿ ਦੇਸ਼ ਦੇ ਸਭ ਤੋਂ ਆਹਲਾ ਲੋਕਾਂ ਨੇ ਆਪਣਾ 'ਆਧਾਰ' ਬਣਾਇਆ ਹੈ ਜਾਂ ਨਹੀਂ? ਜੇਕਰ ਇਹਨਾਂ ਲੋਕਾਂ ਨੇ ਆਪਣਾ ਆਧਾਰ ਕਾਰਡ ਬਣਾਇਆ ਹੁੰਦਾ ਤਾਂ ਸਰਕਾਰ ਇਸ ਨੂੰ ਪ੍ਰਚਾਰ ਵਿਚ ਜਰੂਰੀ ਵਰਤਦੀ।

 ਇਹ ਗੁਪਤਤਾ ਦਾ ਚੱਕਰ ਸਿਰਫ਼ ਆਹਲਾ ਲੋਕਾਂ ਦਾ ਅਧਾਰ ਨੰਬਰ ਨਾ ਦੇਣਾ ਹੀ ਨਹੀਂ ਸਗੋਂ ਆਪਣੇ ਆਪ ਵਿਚ ਵੱਡੀ ਗੁਪਤ ਗੜਬੜ ਹੈ। ਚਾਰ ਸਾਲ ਪੂਰੇ ਹੋ ਜਾਣ ਦੇ ਬਾਵਜੂਦ ਵੀ ਇਹ ਪਤਾ ਨਹੀਂ ਲੱਗਾ ਕਿ ਇਸ ਪੂਰੀ ਸਕੀਮ ਦਾ ਕੁੱਲ ਬਜਟ ਕਿੰਨਾ ਹੈ! ਕੀ ਭਾਰਤੀ ਲੋਕਤੰਤਰ ਨੇ ਆਪਣੇ ਸਾਰੇ ਸੰਵਿਧਾਨਿਕ ਨਿਯਮ, ਕਾਇਦੇ ਕਾਨੂੰਨ ਇਸ ਸਕੀਮ ਲਈ ਛਿੱਕੇ ਟੰਗ ਦਿੱਤੇ ਨੇ! ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਅਧੀਨ ਜੇਕਰ ਕੋਈ ਯੋਜਨਾ ਬਣਦੀ ਹੈ ਤਾਂ ਉਸ ਦਾ ਬਜਟ ਨਿਰਧਾਰਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਪਰ ਇਹ ਇੱਕੋ-ਇੱਕ ਅਜਿਹੀ ਯੋਜਨਾ ਹੈ ਜਿਸ ਦਾ ਕੋਈ ਨਿਸਚਿਤ ਬਜਟ ਨਹੀਂ ਹੈ। ਯੋਜਨਾ ਕਮਿਸ਼ਨ ਅੱਜ ਵੀ ਇਸ ਯੋਜਨਾ ਦਾ ਬਜਟ ਨਿਸਚਿਤ ਨਹੀਂ ਕਰ ਪਾਇਆ ਅਤੇ ਜੇਕਰ ਕੀਤਾ ਵੀ ਹੋਵੇ ਤਾਂ ਵੀ ਉਹ ਇਸ ਬਾਰੇ ਜਾਣਕਾਰੀ ਦੇਣ ਲਈ ਤਿਆਰ ਨਹੀਂ। ਪੁੱਛਣ 'ਤੇ ਸਿਰਫ ਏਨਾ ਹੀ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਜਨਵਰੀ 2013 ਤੱਕ ਇਸ ਯੋਜਨਾ ਉਪਰ 2369 ਕਰੋੜ ਰੁਪਏ ਖ਼ਰਚ ਕੀਤਾ ਜਾ ਚੁੱਕਾ ਹੈ। ਆਮ ਤੌਰ 'ਤੇ ਖੂਫੀਆ ਏਜੰਸੀਆਂ ਨੂੰ ਲੈ ਕੇ ਹੀ ਅਜਿਹਾ ਹੁੰਦਾ ਹੈ ਕਿ ਉਹਨਾਂ ਦਾ ਬਜਟ ਕਦੇ ਵੀ ਸਰਵਜਨਕ ਨਹੀਂ ਕੀਤਾ ਜਾਂਦਾ ਅਤੇ ਕਈ ਵਾਰ ਉਹਨਾਂ ਦੇ ਅਸਲ ਖਰਚਿਆਂ ਨੂੰ ਵੀ ਗੁਪਤ ਰੱਖਿਆ ਜਾਂਦਾ ਹੈ । ਇਸ ਲਈ ਸਵਾਲ ਉੱਠਦਾ ਹੈ ਕਿ ਕੀ ਇਹ ਯੋਜਨਾ ਵੀ ਕੋਈ ਐਸੀ ਗੁਪਤ ਯੋਜਨਾ ਹੈ ਜਿਸ ਦਾ ਬਜਟ ਸਰਕਾਰ ਸਰਵਜਨਕ ਨਹੀਂ ਕਰਨਾ ਚਹੁੰਦੀ? ਜਿਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ਕੰਪਨੀਆਂ ਇਸ ਯੋਜਨਾ ਦੇ ਪਿੱਛੇ ਕੰਮ ਕਰਨ ਲੱਗੀਆਂ ਨੇ ਉਸ ਨੂੰ ਦੇਖ ਕੇ ਤਾਂ ਇਹੋ ਸ਼ੱਕ ਪੁਖ਼ਤਾ ਹੁੰਦਾ ਹੈ ਕਿ ਇਹ ਨਾਗਰਿਕਾਂ ਦਾ ਡਾਟਾ ਬੇਸ ਤਿਆਰ ਕਰਨ ਵਾਲੀ ਸਭ ਤੋਂ ਗੁਪਤ ਸਰਵਜਨਕ ਯੋਜਨਾ ਹੈ। ਜੇਕਰ ਅਜਿਹਾ ਨਹੀਂ ਹੈ ਤਾਂ ਉਹ ਸਾਰੀਆਂ ਯੋਜਨਾਵਾਂ ਨੂੰ ਅਧਾਰ ਦੇ ਅਧੀਨ ਕਿਉਂ ਜੋੜਿਆਂ ਜਾ ਰਿਹਾ ਹੈ ਜੋ ਅਲੱਗ-ਅਲੱਗ ਪੱਧਰ 'ਤੇ ਨਾਗਰਿਕਾਂ ਦੀਆਂ ਗਤੀਵਿਧੀਆਂ 'ਤੇ ਨਜ਼ਰ ਰੱਖਦੀਆਂ ਨੇ? ਇਸ ਪੂਰੀ ਸਕੀਮ ਵਿਚ ਅਜਿਹੀਆਂ ਸ਼ੱਕੀ ਕੰਪਨੀਆਂ ਨੂੰ ਥਾਂ ਕਿਵੇਂ ਮਿਲ ਗਈ ਜੋ ਘੋਸ਼ਿਤ ਤੌਰ 'ਤੇ ਅਮਰੀਕੀ ਖੂਫ਼ੀਆ ਏਜੰਸੀਆਂ ਲਈ ਕੰਮ ਕਰਦੀਆਂ ਨੇ।

 ਨਾਗਰਿਕ ਨੂੰ ਯੂਨੀਕ ਪਹਿਚਾਣ ਦੇਣ ਦੇ ਨਾਂ ਹੇਠ ਉਹਨਾਂ ਦੀਆਂ ਅੱਖਾਂ ਦੀਆਂ ਪੁਤਲੀਆਂ ਅਤੇ ਹੱਥਾਂ ਦੀਆਂ ਉਂਗਲੀਆਂ ਦੀ ਛਾਪ ਲੈ ਕੇ ਉਹਨਾਂ ਨੂੰ ਪਹਿਚਾਣ ਦੇਣਾ ਕਿਸੇ ਵੀ ਪੱਖ ਤੋਂ ਸਵੀਕਾਰ ਨਹੀਂ ਕੀਤਾ ਜਾ ਸਕਦਾ।ਅੱਖਾਂ ਦੀਆਂ ਪੁਤਲੀਆਂ ਅਤੇ ਹੱਥਾਂ ਦੀਆਂ ਉਂਗਲੀਆਂ ਦੇ ਨਿਸ਼ਾਨ ਅਪਰਾਧੀਆਂ ਦੇ ਇਕੱਠੇ ਕੀਤੇ ਜਾਂਦੇ ਨੇ ਅਤੇ ਕਾਨੂੰਨੀ ਹਦਾਇਤ ਹੁੰਦੀ ਹੈ ਕਿ ਅਪਰਾਧੀ ਦੀ ਸਜ਼ਾ ਖਤਮ ਹੋਣ ਦੇ ਨਾਲ ਹੀ ਨਿਸ਼ਾਨ ਵੀ ਮਿਟਾ ਦਿੱਤੇ ਜਾਣ।ਜੇਕਰ ਕਾਨੂੰਨੀ ਤੌਰ 'ਤੇ ਕਿਸੇ ਵਿਅਕਤੀ ਦੀ ਜੈਵਿਕ ਪਹਿਚਾਣ ਨੂੰ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਸਰਕਾਰ ਆਪਣੇ ਕੋਲ ਨਹੀਂ ਰੱਖ ਸਕਦੀ ਤਾਂ ਆਧਾਰ ਯੋਜਨਾ ਦੇ ਨਾਮ ਹੇਠ ਹਰ ਨਾਗਰਿਕ ਦੀ ਜੈਵਿਕ ਪਹਿਚਾਣ ਕਿਉਂ ਨੋਟ ਕੀਤੀ ਜਾਂਦੀ ਹੈ? ਸਵਾਲ ਬਹੁਤ ਗੰਭੀਰ ਹੈ ਅਤੇ ਜਵਾਬ ਦੇਣ ਵਾਲਾ ਕੋਈ ਵੀ ਨਹੀਂ । ਉਹ ਸਰਕਾਰ ਵੀ ਨਹੀਂ ਜਿਸ ਤੋਂ ਅਜਿਹੇ ਗੰਭੀਰ ਮੁੱਦੇ 'ਤੇ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਗੁਪਤਤਾ ਦੀ ਉਮੀਦ ਨਹੀਂ ਕੀਤੀ ਜਾ ਸਕਦੀ। ਨਾਗਰਿਕਾਂ ਦੇ ਸੇਵਕ ਸਿਰਫ਼ ਨਾਗਰਿਕਾਂ ਦੇ ਮਾਲਿਕ ਹੀ ਨਹੀਂ ਬਣੇ ਸਗੋਂ ਨਾਗਰਿਕਾਂ ਦੀ ਨਿੱਜਤਾ ਨੂੰ ਸ਼ਰੇਆਮ ਬਜ਼ਾਰ 'ਚ ਨਿਲਾਮ ਕਰ ਰਹੇ ਨੇ।

Aadhaar not mandatory to avail govt services: Rajeev Shukla

NEW DELHI: Aadhaar card is not a must for availing services like opening bank accounts, admission in school and obtaining passport, Parliament was informed on Thursday.

"Aadhaar card is not mandatory to avail government services like opening basic (bank) accounts, admissions in schools, obtaining passport, etc by any individual," planning minister Rajeev Shukla said in written reply to Rajya Sabha.

However, according to the minister, the consumers would be required to seed their Aadhaar number with their bank account to avail subsidy on domestic cooking gas (LPG) after three months from the launch of Direct Benefit Transfer (for LPG) in their area.

The government has launched the DBT for LPG consumers in 20 districts in the country. There are plans to launch the DBT in other parts of the country.

The minister clarified that Aadhaar is not mandatory for receiving domestic LPG cylinder at market determined price.

Meanwhile, in another written reply to the Upper House, Shukla informed that as on July 26 this year, the total number of Aadhaar enrollments generated was 39.36 crore and the number of enrollment packets under process was 42.65 crore.

Shukla also said that about 1.44 crore Aadhaar numbers have been generated in Delhi as on July 26, 2013.

He assured the House that there is no possibility of enrollment agencies misusing the collected data as the moment enrollment process in respect of an individual is completed, the data captured by the agency is encrypted and stored in a digitally encrypted format.

The minister also informed the house that as many as 1,051 permanent enrollment centres were there in the states where UIDAI is enrolling residents.

The facilities available at these centres include new enrollment, biometric updates, demographic updates, e-aadhaar letters printing, status check, lost EID/UID enrollments and re-enrolments.

Unique Identification Authority of India (UIDAI), implementing Aadhaar project, has plans to increase the number of these centres to about 2,000 in 18 states and union territories by March 2014.
