      Have you restarted your computer after making suggested changes in User Control Setting, Because Restart is must to take effect of User Control Settings. Restart your computer then try login to PMS.

If still problem persist, then I need some more details of your intallation and I will try to diagnose the problem step by step.

1. Have you installed PMS  step by step as described in  :  "How to Install PMS.pdf"  (This file is availabe in downloaded PMS.zip Folder)
         Please Note : There are some  configuration commands set in the Instalaltion procedure. So don't ever try to Install PMS any alternate methods.

2. If you have not followed the exact steps as described then there will be error in PMS.
                                           a) Then  you are adviced that uninstall(Remove) the PMS and All Microsoft SQL installations(Control Panel--Program and Features).
                                            b.)  Delete the PMS folder from C:/Program files.
                                             c.)  Reinstall the PMS as described in "How to install.pdf".


If still problem not solved then write Email to me. I will do my best efforts to solve yoour problem.
