Punjab Education Reforms Committee demands to fill up vacant posts of BPEOs and school heads

FEROZEPUR: Presently, the educational arrangements  and looking  after the financial  work of about 13,000 primary schools in whole of  the Punjab, by deputing the 50 percent temporary block primary  education officers (BPEOs)  in their own centers, is now on the move of making  temporary arrangements, by giving the additional charge of two-three blocks to one BPEO, like High and Secondary Schools.



As per the sources, in 1742 High and 1300 Secondary schools, the posts of 500 headmasters and 600 principals are lying vacant. The principals are to be promoted from headmasters and lecturers but only 101 have been promoted so far and the remaining 412 headmasters are waiting for their promotions.


As per the information from the sources of education department, the sanctioned posts of BPEOs are 228, despite the fact the total blocks are 117 but there are two-three BPEOs in a block depending upon the number of schools.  About half of the posts of BPEOs are vacant and for the last so many years, the education arrangements and withdrawing of salary of teachers is being got done by giving the charge of BPEO to senior centre headmaster.

It is pertinent to mention here that temporary BPEOs have also filed a write petition in the court like lecturers, have demanded salary equivalent to regular BPEOs and other allowances and the court had ordered to give arrears and salary of regular BPEOs.  Now after secondary schools, the primary schools are also likely to face the problems of education arrangements.  Prior to this, senior masters and lecturers, working in the High Schools, had also demanded salary equivalent to headmasters and principals.  Now, to save the skin and also to avoid defamation case, the charge of 600 secondary and 500 high schools arrangements have been given to regular headmasters and principals.  Already having the charge of four-five schools with each headmaster and principal, none of the school is working properly.

The president of Education Reforms Committee, Punjab, Jaswant Singh Gill, state members Hans Raj and Raj Kishore Kalra have apprised, by sending a memorandum to Chief Minister, Punjab and Education Minister, Punjab that temporary and stop-gap-arrangement will further spoil the education arrangements and the entire vacant posts of BPEOs, headmasters and principals may be filled by giving promotions in the lower cadres.
