Punjab government issue fresh instructions to faclitate employees to get advance from provedent fund

CHANDIGARH: Punjab Government has issued instructions to the Head of the Departments of the State for sanctioning of refundable and non-refundable advances from general provident fund accounts to group A, B, C and D employees.
Disclosing this here today, a spokesman of the Punjab Government said that Accounts Maintenance Authorities shall have full powers to sanction refundable advances according to rule, provided that the amount of advance does not exceed half the amount at the credit of the subscriber in the fund. He further said that Head of Department shall have full powers to sanction refundable advance, according to rule, provided that the amount of advance does not exceed two-thirds of the amount at the credit of the subscriber in the Fund.
He further said that heads of the Departments shall be competent to sanction non-refundable advances, according to rules, provided that the amount of advance does not exceed 75% of the amount at the credit of the subscriber in the Fund. The Heads of the Departments shall also have the full powers to sanction the final payments and 90 percent final withdrawal before retirement on superannuation, strictly in accordance with the relevant rules and instructions.
The spokesman said that Accounts Maintenance Authority was lower than the District Head of the Office; the powers of the Head of the Department stated above could be exercised by such District head of the Office, if so authorized by the Head of the Department, through a general or special order.
He said that all bills of GPF Advances would be presented to the District Treasury Officers/Treasury Officers along with a certificate by the Drawing and Disbursing Officers that necessary entry regarding sanction of the refundable/non-refundable advance has been made by the Accounts Maintenance Authority in the Ledger Account of the concerned subscriber. The sanctioning authority also ensures that necessary entry regarding sanction of the refundable/non-refundable advance has been made by the Accounts Maintenance Authority in the GPF Account of the concerned subscriber.

CHANDIGARH : A deputation of Joint Mulazam Action Committee Punjab & Chandigarh Tuesday called on Punjab Chief Minister  Parkash Singh Badal thereby expressing their gratitude for government's outstanding efforts for initiating a massive drive to fill various vacant posts in different departments.
             
The 15-member delegation of the action committee also presented a charter of demands to  Badal in a meeting here at Punjab Bhawan today this afternoon. Badal assured the deputation that their all genuine demands would be considered not only sympathetically but examined positively.  He also reiterated the firm commitment of SAD-BJP government to ensure the welfare of all employees throughout the state, as they were the backbone of the state government.
         
Prominent amongst others who were present in the meeting included Health Minister  Satpal Gosain, Chief Secretary  SC Agrawal, Principal Secretary to the Chief Minister  DS Guru, Principal Secretary Finance  KBS Sidhu, Secretary Personal  BS Sudan, Director Local government  Reminder Singh and Director Health services Dr. JP Singh.

CM requests Jairam Ramesh to pre-pone the BPL survey in Punjab by August 15 onwards

CHANDIGARH : Punjab Chief Minister  Parkash Singh Badal Tuesday urged the Union Rural Development Minister  Jairam Ramesh to allow Punjab to conduct its BPL survey from August 15, 2011 onwards.
           
In a letter to  Ramesh, the Chief Minister informed that Punjab was heading for elections some time during January/February 2012.  As such it would not be possible to conduct BPL survey, in case it commences two months prior to elections.

Badal further pointed out that GoI had recently enhanced BPL percentage for the state of Punjab from 8.5% to 21% based on the recommendations of the Tendulkar Committee.  The actual survey was scheduled to be held from November 2011 onwards.  Bharat Electronics Ltd. (BEL), a GoI enterprise would provide 13000 hand held devices and 13000 operators for this BPL survey, added the Chief Minister.
