CSIR will hold the Joint CSIR-UGC test for Junior Research Fellowship (JRF) & NET on 18/12/2011 for which the OMR application form and bulletin will be available in the designated branches of Indian Bank and Oriental Bank of Commerce from 16/08/2011 to 05/09/2011.

Application can also be submitted online in the above dates at CSIR website only.

 Last date of receipt of duly completed OMR application / hard copy of Online application form, with all the enclosures to the Sr. Controller of the Examinations, Examination Unit, HRDG, CSIR complex, Library Avenue, Pusa, New Delhi - 110012 is 09/09/2011 (16/09/2011 for the candidates from far-flung areas)

PTI | Jan 26, 2012, 05.58PM IST NEW DELHI: Espousing the cause of women's education, the 12th Plan period document of UGC has proposed 20 exclusive universities for them and 800 constituent colleges under the Central varsities to ensure equity in access to quality education.

The University Grants Commission (UGC) has also sought a four-time hike in allocation during the Five Year Plan period from Rs 46,632 crore to Rs 1,84,740 crore to achieve its proposed initiatives.

The initiatives also include upgrading of autonomous colleges with potential of excellence, enhancing intake capacity of institutes of higher education and development of 'college cluster universities'.

The Plan document broadly emphasis on achieving the triple objectives of access and expansion, equity and inclusion, and quality and excellence, with an emphasis on consolidation and optimal use of infrastructure already created during the 11th Plan period.

Giving thrust on women's education, the plan document has proposed 20 universities facilitating their entry into higher education even from very traditional background and rural and sub-urban areas.

The Central government is proposed to fund their establishment while the State governments may provide the land and help to establish such universities, the document states while holding that the idea was included "because the social dynamics of our system".

A new and improved web site of the Indira Gandhi National Open University (IGNOU), with easy access to regional centres, was inaugurated here on Thursday.

Developed jointly by IANS and the varsity's computer division, the inauguration was done by vice chancellor M Aslam after
unfurling the tricolour at the campus on Republic Day.

The web site has a better look, easier accessibility and more user-friendly.

"The sites have a unified structure and common format unlike earlier when the regional centre web sites were having different formats," said Aslam.

The vice chancellor further said that all regional centres of IGNOU would soon have their own buildings.

"The university is planning to a 24-hour mini hospital with facilities like ENT, dental and cardiac treatment. We will soon have regular medical check-up of all employees to keep them healthy," said Aslam.

IGNOU has a presence in 43 countries. The Universities of Berkley and Maryland in the US have shown interest in faculty exchange with IGNOU.

IGNOU, which started with two courses and 4,000 students in 1985, has evolved into one of the world's largest varsities by offering about 450 programmes. It now has over three million students on its rolls.

   The UGC-NET will be conducted in objective mode from June 2012 onwards. The Test will consist of three papers. All the three papers will consist of only objective type questions and will be held on the day of Examination in two separate sessions as under:

First    I    60 out of which 50 questions are to be attempted    50x2 = 100    1' '  Hours (09.30 a.m. to 10.45 a.m.)
First    II    50 questions all of which are compulsory            50x2 = 100       1' '  Hours (10.45 a.m. to 12.00 Noon.)
Second    III    75 questions all of which are compulsory    75x2 = 150    2' '  Hours (01.30 p.m. to 04.00 p.m.)

   The candidates are required to obtain minimum marks separately in Paper-I, Paper-II and Paper-III as given below:

Only such candidates who obtain the minimum required marks in each Paper, separately, as mentioned above, will be considered for final preparation of result.

However, the final qualifying criteria for Junior Research Fellowship (JRF) and eligibility for Lectureship shall be decided by UGC before declaration of result.

   The syllabi of Paper-I, Paper-II and Paper-III will remain the same.

   The candidates will be allowed to carry the carbon printout of OMR Response Sheets with them on conclusion of the examination.

   There will be no negative marking.

Students clearing the National eligibility test (UGC-NET) will now receive an e-certificate in just six days. Presently, it takes at least six to eight months for the University Grants Commission (UGC) to issue the certificate from the day the results are declared, reports the Times of India.The e-certificate will not just reach the candidate in six days, but it can be verified with the UGC in just 24 hours. As of now, the verification process requires at least four months.
The NET, besides the state eligibility test (SET), is the qualifying exam for appointment as assistant professor at universities and colleges recognised by the UGC. Also, it is the qualifying exam for UGC's junior research fellowship (JRF) scheme.
The UGC guidelines for 2009 have made the qualification mandatory for teachers. Both, the central and the state governments, have put a special emphasis on getting all the existing teachers at universities and affiliated colleges clear either of the two qualifying exams. Maharashtra has, in fact, given a deadline up to December 2011 for teachers to clear either NET or SET.
The UGC conducts the NET twice a year in June and December in 77 subjects at 74 centres across the country. The University of Pune is one of the nodal agencies for the conduct of NET/SET. While the examination for the award of JRF is being conducted since 1984, the NET is being conducted since 1989. The number of fellowships under the NET scheme has been increased from 2,000 to 6,400 per annum since 2010. In June, 2010, 10,433 candidates successfully cleared the NET for assistant professorship, including JRF.
The e-certificate initiative was launched recently by Human Resource Development (HRD) minister Kapil Sibal in New Delhi. He also released a compendium of the UGC schemes on the occasion.
The process of issuing the UGC-NET qualification certificate to successful candidates normally takes around six to eight months, which is a cause of concern for both the UGC as well as the students. The UGC also keeps receiving requests at regular intervals from various institutions seeking verification of NET certificates that are presented by candidates seeking admission to Ph.D courses or appointment at a college or university. As of now, such verification takes four months.
