News Related to Kendriya Vidyalayas in India
« on: February 14, 2014, 05:43:54 PM »

ANSWERED ON 05.02.2014

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-
(a) whether the Government is aware that thousands of posts of teachers are lying vacant in Kendriya Vidyalayas;
(b) if so, the total number of posts lying vacant at present along with the dates since when these posts have been lying vacant;
(c) whether the Government proposes to fill up these vacant posts; and
(d) if so, the details thereof and if not, the reasons therefor?

As on 01.01.2014, out of 42374 sanctioned posts, only 8948 posts of teachers are lying vacant in the Kendriya Vidyalayas all over the country. These are being filled expeditiously. Some positions of teachers are always vacant due to the time-lag between the occurrence of vacancy and recruitment. The recruitment process for the vacanciesof the year 2011-12 has been completed and Post Graduate Teachers and Trained Graduate Teachers (Misc) have already been posted. However, 838 vacancies of the year 2011-12 of Primary Teachers and Trained GraduateTeachers could not be filled up, as the process of the operation of the selection panel is sub judice. The process for recruitment against vacancies of different categories of teachers for the year 2012-13 & 2013-14 had already begun and the examination for all teaching posts was conducted from 14th December, 2013 to 16th December, 2013 all over the country.

Opening of 54 new Kendriya Vidyalayas under Civil Sector
Ministry of Human Resource Development 28-February, 2014
The Committee on Economic Affairs has approved the opening of 54 new Kendriya Vidyalayas (KVs) under Civil Sector during the 12th Five Year Plan as recommended by the Expenditure Finance Committee. These 54 KVs will be located in 53 districts in 17 States.

The total cost of opening of these new KVs is projected at Rs. 927.40 crore. The non-recurring costs covering constructions cost, furniture, fixture will be Rs. 793.58 crore and recurring cost covering pay and allowance and other expenses will be Rs.133.82 crore. Per unit cost of construction of a school building is Rs. 14.55 crore.

These new KVs when fully functional will provide quality education to approximately 54,000 students in addition to 12 lakhs students already studying in the present KVs.

The main objective of KVS is to cater to the educational needs of children of transferable Central Government employees including defence and para-military personnel by providing a common programme of education. There are at present 1094 functional Kendriya Vidyalayas including three abroad. These are in Moscow, Kathmandu and Tehran.

Kendriya Vidyalayas are considered as model schools in terms of physical infrastructure, teaching resources, curriculum and academic performance. These schools constitute important educational infrastructure spread over the length and breadth of the country. Kendriya Vidyalayas are pace setting schools, have consistently turned out excellent academic performance, as is evident from Board Results of Class X and XII exams conducted by the Central Board of Secondary Education (CBSE).

Sanskrit to be 3rd language in Classes 6-8 in KV: Centre to SC
 Last Updated: Thursday, November 27, 2014 -
New Delhi: Centre on Thursday submitted before the Supreme Court that Sanskrit will be the third language in classes 6 to 8 in Kendriya Vidyalayas.

Appearing before the bench headed by Chief Justice H L Dattu, Attorney General Mukul Rohatgi sought its permission to file an affidavit on the controversy arising out of Centre's decision to drop German as an alternative to Sanskrit as third language in Kendriya Vidyalayas.

The bench allowed him to file an affidavit and posted the matter for tomorrow.

Earlier, on November 21, the apex court had agreed to give an urgent hearing on the petitions filed by a group of parents of Kendriya Vidyalaya students on the issue.

The bench had posted the matter for today and had asked the Centre to file its response on the PIL.

Counsel for the petitioners have contended that the decision regarding selecting language should be left to the students and parents, and government should not impose its decision on them, especially in the middle of the ongoing academic session.

The Board of Governors (BoG) of the Kendriya Vidyalaya Sangathan (KVS), headed by HRD Minister Smriti Irani, had in its meeting on October 27 decided that "teaching of German language as an option to Sanskrit will be discontinued herewith". German has been kept as an additional subject for students.

The decision is expected to affect over 70,000 students across 500 KVs from classes 6 to 8 who will be asked to switch from German to Sanskrit.

Challenging the decision, the petitioners had said, "The KVS has failed to take into account the pertinent fact that such a decision cannot be taken mid-session as it would amount to throwing into complete disarray the overall academic preparation of the affected students."

They had said, "the government should not take such an arbitrary and hasty decision at this belated stage and without any consultation with the affected students and parents.

"The decision of replacement of German language with Sanskrit in all KVSs across the country has been taken by the Respondents in a hurried manner without application of mind and without considering the catastrophic consequences on the interest and welfare of students studying in such KVSs," the petition had contended.

KVS Press Note on Christmas Holiday On 25th December 2014

Press Note

Newspaper article in Times of India today i.e., 15th December, 2014 gives a distorted impression that schools have been asked to remain open on 25th December.

2. This is to clarify that CBSE has not directed any school to remain open on 25th December. All schools will follow their vacation schedule including vacation/holiday on 25th December as specifically clarified by CBSE.

3. The proposed instructions of the CBSE are to conduct an online essay competition on 24th and 25th December 2014 which is completely voluntary. CBSE has neither issued any circular on its website nor issued any instructions to any school for remaining open on 25th December 2014.

4. Even the CBSE as an office will remain closed as a public holiday on 25th December on account of Christmas Day. For the event of online essay competitions on that day, no official of CBSE is required to come to office for specifically conducting essay competition as the essays will be received online through the specified time schedule.

5. This online essay competition is completely voluntary and the students if they so desire can participate from their homes or any other place which provides online access. There is no requirement for any school to remain open on that day and the school vacations will be adhered to.

6. Navodaya Schools are residential schools. As the vacation pattern in JNVs depends on climatic conditions, the 25th of December 2014 will be celebrated in those schools which do not have any winter break. In such schools, since it is a public holiday on 25th December, the schools will also remain closed that day as no classes would be held. As a residential school, however, the school functions because children continue to remain there and these children will have the opportunity to clarified that no other activities for this competition are being held except the opportunity to submit their essays online voluntarily.

7. Kendriya Vidyalayas are observing vacations during that period and hence all Kendriya Vidyalalyas will remain closed. Students of Kendriya Vidyalayas if they so desire can participate voluntarily in the online essay competition from their homes or any other place. Kendriya Vidyalaya has not given any directions for the schools to remain open during the vacations.

8. In view of this, no child or student will be deprived of celebrating the holidays or vacations or participating in their own festivals and religious festivals whole heartedly.

9. No instructions have been issued to State Governments.

10. No clarification was sought by the reported from the Secretary, School Education before going to Press.

Kendriya Vidyalaya Sangathan will recruit 5000 new Teachers soon

Faced with the problem of adverse pupil-teacher ratio (PTR) in many Kendriya Vidyalayas of the country and strictly adhering to the guidelines of Right to Education Act (RTEA), KV Sangathan would soon be recruiting over 5,000 new teachers. Among these, over 400 new teachers would be recruited in Varanasi region.

Of 1,100 odd KVs spread across the country, there are many where the strength of students is over 50 per class and in some cases, it reaches around 65.

Deputy commissioner, KVS, regional office, Varanasi, PV Sai Ranga Rao said: “KVS had always been following RTE. From the coming academic session in April 2015, we would adhere to the set norms in every respect, including PTR.” In accordance to RTE, the TTR would be brought down to the prescribed norm i.e. one teacher for every 40 students (for class I to 5) and one teacher for every 35 students (for class 6-8).

KVS has asked principals of all the schools to furnish information pertaining to how many more teacher they would require to follow the norms of PTR as per the RTE Act. “Now that the number of teachers to be recruited is known, the Sangathan would soon start recruitment process,” Rao said.

Principal of KV, New Cantt, Shalini Dikshit said that the work load of teachers in a class of 65 students would be divided among two teachers. It will benefit pupils.

Rao said: “We would require more teachers for science which could be around 150. Likewise, the numbers could be anything around 90 for mathematics, English and other subjects.”
