Punjab plans to rein in truant teachers
To introduce biometric system of attendance in 100 schools initially

The Punjab Education Department has decided to introduce biometric system of attendance by teachers in government schools. The step aims at checking absenteeism by government school teachers across the state.

The project is being introduced on experimental basis in around 100 schools in Bathinda, Moga and Faridkot districts. Depending upon the success of the scheme, it will be later extended to all schools in the state.

Stating this to The Tribune here today, Krishan Kumar, Director of School Education, Punjab, said tenders for the installation of biometric machines had been called and a pre-bid was scheduled for tomorrow. The tenders would be opened on January 15. The scheme was expected to become functional by the month-end.

The server of the biometric attendance machines would be installed at Chandigarh and details of teachers' '   '  '' '    '' ' '   '' ' ' ''    ''  ' ' '    ''' '   '' ' ' ''    ''  ' ' '    ''attendance, including the time of arrival and leaving the school, would be available at the click of a button in Chandigarh and also at the offices of all district education officers. These machines will use the fingerprint identification method to record arrival and departure time of teachers and school heads.

The project was conceived following reports of late arrival by teachers and school heads. There were also complaints of teachers bunking duty and marking attendance in the backdate. With a view to overcome such problems, it had been decided to devise a foolproof method to discipline the erring employees, Krishan Kumar said.

He expressed optimism that the new scheme would help tackle the menace of late coming by school heads and schoolteachers and would also ensure that there were less cases of absenteeism. Once successful, the arrangement would be extended to all government schools in the state later, he said.

Biometric attendance not in sight

To keep an eye on teachers' attendance in government senior secondary schools of Punjab, the education department had planned to install biometric attendance monitoring system in 2010 to improve the standard of study in government schools. However, two years on, the system has not been
introduced till now. In the past, a number of teachers were found absent from duty during surprise raids by the director general school education (DGSE) in different government schools of the city.

Under the pilot project, the department was to initially cover 56 schools of Punjab. The idea came into existence after witnessing the increasing number of absentee teachers in senior secondary government schools during the working hours. Teachers used to leave the school after marking their attendance.

The teachers' absence was affecting the studies of students and producing poor results in the board examinations in Punjab.

Sources in the education department revealed that the project that costed around Rs. 50 lakh would initially cover 110 schools in Punjab and if the pilot project was successful, the biometric system would be installed in 6,000 senior secondary schools of Punjab to keep a tab on teachers' attendance.

In the first 100 schools, they would either take five schools from each district whose teachers remain absent from duty most of the time or they would focus on the most-affected school in Punjab.

The officials added that the software to launch the project was ready. The software would be connected with the biometric attendance monitoring system through GPRS. The data of various schools would come on that software automatically.

They added that whenever a teacher would enter or leave a school, they would have to mark the attendance by leaving their fingerprints on the biometric attendance system.
"The software would be connected to GPRS whose server will be centralised in Chandigarh. The whole information will be available with the Chandigarh head office and all DEOs (secondary)," officials added.

Despite repeated attempts, DGSE Ashok Singla was not available for comment.

Biometric Attendance to be implemented soon

Soon all ministries and central departments will get biometric attendance system, which will be linked with Adhaar number of each employees.

Sources said that the entire project across all departments will be implemented by National Informatics Centre (NIC) and an order will be issued soon. Though at present, quite a few central offices have installed biometric attendance, the need to link it to Adhaar is being done to ensure that the employees cannot do any fraud to mark their attendance.
"This additional provision will ensure that the genuine employee is recording attendance while coming to office and when he clocks out,"said a government source.

Following recent surprise checks by two central ministers - Venkaiah Naidu and Prakash Javedekar - when they detected huge number of late comers, they had directed installation of biometric system so that there is proper record of when the employees reached office and when they left for the day.

Biometric attendance system is a foolproof technology to ensure the accuracy of attendance and is useful to big organizations and government entities. What makes a biometric time clock one of the best time and attendance systems is that it has a biometric fingerprint scanner built in that is much more accurate in time keeping that a time card or time sheets because employees can't clock in other employees.
