Gandhinagar: Union HRD Minister Prakash Javadekar on Sunday said the first draft of the new National Education Policy will come out by December end.

The policy is being prepared by a nine-member panel headed by former Indian Space Research Organisation (ISRO) Chairman K Kasturirangan.

The Human Resource Development (HRD) Minister said the panel held its fifth meeting two days earlier.

"They have said that we can have the first draft of the policy by December end.... It will be implemented as soon as possible after it has been debated (in the Parliament)," Javadekar said during a press conference in Gandhinagar.

It is certain that the new policy will serve the country for the next 20 years and will be more modern, research-oriented and will produce better citizens, he added.

Before the panel was formed, suggestions were solicited from legislators, students, parents and other stakeholders for almost two and a half years, the minister said.

Union Tourism Minister KJ Alphonse and Fields Medal-winning mathematician Manjul Bhargava are members of the panel formed in June this year.

नई राष्ट्रीय शिक्षा नीति का पहला मसौदा दिसंबर अंत तक जारी किया जाएगा। यह जानकारी रविवार को केंद्रीय मानव संसाधन विकास मंत्री प्रकाश जावड़ेकर ने दी। इसरो के पूर्व चेयरमैन के.कस्तूरीरंगन की अध्यक्षता में नौ सदस्यी कमिटी पॉलिसी को तैयार कर रही है। मानव संसाधन विकास मंत्री ने बताया कि कमिटी की पांचवीं मीटिंग दो दिन पहले हुई है।

एक संवाददाता सम्मेलन के दौरान जावड़ेकर ने बताया, 'कमिटी ने बताया है कि पॉलिसी का पहला मसौदा दिसंबर तक तैयार हो जाएगा। संसद में चर्चा के बाद इसे यथाशीघ्र लागू किया जाएगा।'


उन्होंने कहा कि नई पॉलिसी अगले 20 सालों तक रहेगी और यह काफी आधुनिक होगी जो बेहतर नागरिक तैयार करेगी।

उन्होंने बताया कि कमिटी के गठन से पहले करीब ढाई साल तक विधायकों, छात्रों, अभिभावकों और अन्य हितधारकों के विचार जाने गए। इस साल जून में इस कमिटी का गठन हुआ था जिसके सदस्यों में केंद्रीय पर्यटन मंत्री के.जे.अल्फोंसे और फील्ड्स मेडल विजेता गणितज्ञ मंजुल भार्गव शामिल हैं।

Centre decides to formulate a new Integrated Scheme for School Education from 1st April, 2018
Cabinet approves formulation of a new Integrated Scheme for School Education from 1st April, 2018 to 31st March, 2020
New Delhi, March 28, 2018 :

The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi has approved the proposal of Department of School Education and Literacy to formulate a Integrated Scheme on School Education by subsuming SarvaShikshaAbhiyan (SSA), RashtriyaMadhyamikShikshaAbhiyan (RMSA) and Teacher Education (TE) from 1st April, 2018 to 31st March, 2020. An estimated allocation of Rs 75,000 crore over the period has been approved which is a 20% increase over the current allocations.

The scheme comes in the backdrop of PMs vision of SabkoShiksha, AchhiShiksha and aims to support the States in universalizing access to school education from classes pre-nursery to XII across the country.

Main Features of the Scheme:

The vision of the Scheme is to ensure inclusive and equitable quality education from nursery to senior secondary stage in accordance with the Sustainable Development Goal for Education. The main emphasis of the Integrated Scheme is on improving quality of school education by focussing on the two T's - Teacher and Technology.

The objectives of the Scheme, across all levels of schooling, are:

 

Provision of quality education and enhancing learning outcomes of students;
Bridging Social and Gender Gaps in School Education;
Ensuring equity and inclusion at all levels of school education;
Ensuring minimum standards in schooling provisions;
Promoting vocationalization of education;
Support States in implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009; and
Strengthening and up-gradation of State Councils for Educational Research and Training (SCERTs)/State Institutes of Education and District Institutes for Education and Training (DIET) as nodal agencies for teacher training.
Impact:

The Scheme gives flexibility to the States and UTs to plan and prioritize their interventions within the scheme norms and the overall resource envelope available to them. It will help improve the transition rates across the various levels of school education and aid in promoting universal access to children to complete school education. The Scheme, by providing quality education, aims to equip the children with varied skills and knowledge essential for their holistic development and prepare them for the world of work or higher education in the future. It would lead to an optimal utilization of budgetary allocations and effective use of human resources and institutional structures created for the erstwhile Schemes.
