Guidelines issued for deputation of teachers in Punjab

EDUCATION DEPT TO CONSIDER NUMBER OF STUDENTS, SEND NO MORE THAN ONE TEACHER FROM EACH SCHOOL ON DEPUTATION
CHANDIGARH: The Punjab education department has issued new guidelines concerning the deputation of teachers from one school to another or office.
Issuing the guidelines on the directions of education minister Dr Daljit Singh Cheema, the department has asked to ensure that the deputation was in accordance with the number of students and no more than one teacher from each school was sent on deputation.
At the levels of block primary education officer (BPEO) and circle education officer (CEO), teachers could be sent on deputation for only seven and 30 days, respectively. For the period exceeding this, director’s approval would be mandatory.
A spokesperson of the education department said on Tuesday here that Dr Cheema had taken serious note of the adverse impact of deputation of teachers on studies and so had directed to make the arrangements rational. The spokesperson said principal secretary C Roul had issued the new guidelines through a notification on Tuesday with a view to safeguarding the academic interest of students.
He said factors such as the number of subject teachers, periods, and students would be considered before sending teachers on deputation. Detailed reasons would be spelt out. At the director level, the deputation could be for up to a year. For the period in excess, the permission of the principal secretary would be necessary.
The department was of the view that all deputation till date at the levels of the CEO, BPEO and district education officer (DEO) be re-considered.
In case of emergency, permission should be taken from the competent authority, and in case there is no need, the deputation made before should be cancelled, with the entire exercise completed in just 15 days. If an instance comes to the fore regarding unnecessary deputation in spite of the new guidelines, then disciplinary action would be initiated against the official concerned.
