Contract staff to get more facilities

The government has decided to allow casual leave, maternity leave and other facilities to contract employees who will be regularised after putting in eight years of service.

Stating this in reply to discussion raised by Roop Singh (BJP) on the policy of employees recruited on contract basis, Chief Minister PK Dhumal said the decision to make all appointments on contract basis was taken by the previous Congress government in December 2003 and the recruitment and promotion rules of all departments were amended accordingly.

All direct recruitment was to be made on contract basis, but no comprehensive rules or policy was framed for the purpose. Appointment was initially made for one year, which could be extended for a maximum of two years.

The present government had addressed various issues and problems of the contract employees and taken required measures. They would now be entitled to 12 casual leaves in a year, maternity leave and after completing five years of service in a place would become eligible for transfer. The government was also strictly following the reservation roaster and proper recruitment procedure. The government was also allowing relaxation in upper age limit for regularisation on case-to-case basis.

He said it was not possible to make regular appointments because of financial crunch but the government would regularise more and more employees as the situation improved.

Raising the discussion, Roop Singh pointed out that contract employees performed the same duties as their regular counterparts but they were not provided any facilities. No uniform policy was being followed for their regularisation as a result of which there was resentment among them.

Lambi (Muktsar), October 8
It was another day, another protest march,
occupying the road to Badal village in Muktsar.
After drawing increasing attention, primarily
because of their showdown with the police, on
Saturday, it was a third protest march by the contract-based employees in the home
constituency and ancestral village of Punjab's CM,
demanding regularization of their services. On Saturday, about 200 hundreds members of
the ITI Instructors Union blocked the Fazilka-Delhi
highway for over three hours when the police
did not allow them to march toward Badal
village. Demanding regularization of their services, the
instructors wanted to reach Badal village and
burn the CM's effigy. Just two days back, the rural area veterinary
pharmacists also blocked the Fazilka-Delhi road
when the police did not allow their march to
proceed toward Badal village. There was even a
mild cane charge by the police to disperse these
pharmacists. Before these veterinary pharmacists, five days
back, the Muktsar police was on tenterhooks
over controlling 500 data entry operators in the
revenue department who were also demanding
regularization of their services. While all these protests affected the traffic
movement on the national highway, the police
also faced a tough situation in controlling the
situation. '†'  '"There are directions from the higher-ups that
we need to exercise the maximum restraint and
desist from using the force to check the
movement of the protestors toward Badal
village,'†'  ' Ě said a police official in Lambi. As this is an election year and the state
government does not want to annoy any section
of society, so the police has been directed not to
use force but some times, when the situation
threatens to go beyond our control, the police
has to use force like on Dussehra while dealing with the highly provocative veterinary
pharmacists, said a police official.
