The Central Board of Secondary Education (CBSE) has written to all schools affiliated to it stating that teachers should not be involved in activities other than teaching, conducting exams or evaluation.

The CBSE letter came after the issue of teachers being engaged in non-academic activities by schools was raised in the high-profile Central Advisory Board of Education (CABE) meeting on October 25 that was headed by Union HRD Minister Prakash Javadekar and had representatives of all states and UTs present.

CABE is the country’s highest advisory body in the field of education.

A circular issued by CBSE secretary Joseph Emmanuel said the Right to Education Act laid down that no teacher should be engaged in non-academic activities except those related to census, disaster relief work or election duties.

Schools affiliated to CBSE should ensure that teachers should not be engaged in activities other than those related to direct teaching, professional upgrade, examination, etc.

“For activities of ministerial nature, transport or canteen for similar related tasks, separate trained staff may be deployed by the school,” the CBSE circular said.

It will be the responsibility of the principal and the secretary of the society or trust of the school to ensure the norms are implemented, the CBSE said. PTI

No more non-teaching chores for teachers in private CBSE schools

NEW DELHI: Teachers may not accompany students in school buses for their safety, or do any other non-academic work, new rules set by the Central Board of Secondary Education (CBSE) say.

The CBSE, the country’s biggest school board, asked private schools affiliated to it on Friday to ensure that their teachers are not saddled with non-teaching duties such as travelling with children in buses and managing canteens.

The guidelines, before they were amended, had the provision of deputing a teacher in a school bus.

Teachers shouldered this extra duty of guarding students after a spate of abuses and bullying by school bus drivers and handymen.

The new rules say: “The provision shall also be made by the school authorities for travelling of at least one lady attendant/ lady guard in each school bus, keeping in view the safety of the school students.”

A private school must have a separate set of teaching and non-teaching staff. “By burdening the teachers with non-teaching work, we kill their creativity and education will suffer,” an official said.

The guidelines were amended to address growing complaints about teachers being overburdened with extraneous work, leaving them with little time and energy to devote to the students.

The complaints note that private schools were making teachers multi-task — sometimes asking them to do an accountant’s job of collecting fee — to cut costs.

Clerical staff or non-teaching employees are supposed to perform such chores.

That goes against rules in the right to education act, which says “no teacher shall be deployed for any non-educational purposes other than the decennial population census, disaster relief duties or duties relating to elections to the local authority among others”.

Cost-cutting measures have harmed most teachers’ core competency, which is teaching.

Hindustan Times reported about these complaints on October 13.
