Maha declares madrasas non-school; Oppn fumes

 A decision by the Maharashtra Government to declare madrasas or Islamic seminaries as non-schools and their students as out-of-school children has triggered a furore with the Opposition and minority groups protesting the move.

 The decision was made known after the Devendra Fadnavis government announced it would hold a state-wide survey on Saturday to enumerate children who were outside schools in Maharashtra. During the survey, enumerators would fan out across the state to count the number of children enrolled in schools. Every child who is interviewed by the enumerator will have his or her finger inked.
 A study conducted by the state government in 2013 there are 1,899 madrasas in the state in which 1.5 lakh students are enrolled.
 Justifying the decision, Minorities Affairs Minister Eknath Khadse pointed out that madrasas did not provide education in mathematics, science, English and social studies. “Under the constitution every child is entitled to formal education which is not available in madrasas,” Khadse said.
 He, however, said madrasas that imparted education in these subjects would be categorised as schools and those enrolled in them as students.
 The minister said around 550 madrasas had opted to impart formal education and were availing of grant from the government to hire teachers and set up educational facilities.
 Before the 2014 Assembly elections, the then Prithviraj Chavan government had announced a grant of Rs 5.5 lakh to each madrasa across the state irrespective of their curriculum.
 Opposition parties including the Congress and the AIMIM have accused the BJP-led government in Maharashtra of being anti-Muslim for its proposed move against the madrasas.
 A public interest litigation (PIL) challenging the proposed one-day survey has been filed before the Nagpur Bench of the Bombay High Court. The court has, however, refused to pass any interim order on the survey.
