812 promoted to rank of Principal

Chandigarh, February 15
The state government today issued promotion orders for 812 Principals to higher secondary schools. The orders have come on the eve of an agitation announced by teachers.

The state government had in an affidavit to the Punjab and Haryana High Court admitted that hundreds of schools in the state were without Principals and had promised to fill these slots soon.

The Punjab and Haryana High Court had taken a suo- moto notice of vacancies after the same were highlighted in these columns.

After the Departmental Promotion Committee (DPC) cleared names of 725 lecturers and 94 headmasters for promotion, the government passed formal orders today, promoting 812 as Principals, unfortunately two headmasters retired in January before being accorded the promotion.

Hailing the decision of the government, Sarabjit Singh Toor and Hakam Singh, presidents of the School Principal' '   '  '' '    '' ' '   '' ' ' ''    ''  ' ' '    ''' '   '' ' ' ''    ''  ' ' '    '' s Promotion Front and Government Schools Lecturers Association, respectively, has called off the agitation that was to begin tomorrow.

Meanwhile, Punjab has also announced record recruitments of teaching faculty, besides upgrading school infrastructure. The SAD-BJP government has claimed to spend Rs 626 crore out of Rs 699 crore on education under the Sarv Sikhya Abhiyian programme during 2008-2010.

To fill all vacancies in schools, Punjab has recruited around 26,668 teachers during the past two years, whereas the recruitment process of 7,654 teachers was in progress. Besides, more 5,000 teachers will also be recruited to fill remaining vacancies.

The state has spent Rs 634 crore on upgradation of infrastructure in elementary schools and to provide safe drinking water and toilet facilities in 18,969 schools. Punjab is the only state in India having kitchen sheds to prepare midday meals in all primary and upper primary schools.

Further, the state government has decided to automate all functions of government schools to develop management information system (MIS) and geographical information system (GIS) for effective planning and decision-making.

1,175 Punjab schools sans principal for a decade

Improving the quality of education in government schools seems to be just another agenda on the list of things to do for the SAD-BJP coalition government in Punjab. Other than speaking about ' '   '  '' '    '' ' '   '' ' ' ''    ''  ' ' '    ''' '   ''  ' ' ' ''    ''  '  "adarsh schools' '   '  '' '    '' ' '   '' ' ' ''    ''  ' ' '    ''' '   ''  '  ' '    '' , the current government has been no different from the previous Congress regime as both failed to appoint principals in majority of the senior secondary schools.

Of the total 1,573 sanctioned posts of principals in these schools, 1,175 have been lying vacant for a decade now. The number of vacant posts stood even higher at 1,358, but for the 183 promotions of vocational teachers as principals that took place last month.

And things are not expected to change even in the days to come. For, the urgency of the government to fill up these posts could well be gauged from the fact that the last set of promotions to these posts (apart from those done last month) took place in 2001. The Departmental Promotion Committee (DPC) that approves lecturers, headmasters and vocational masters for promotion to head senior secondary schools as principals has postponed or cancelled its meeting 17 times. The last one was scheduled to be held yesterday, but was postponed yet again. This time, the education secretary had gone on leave.

According to rules, each meeting of the DPC has to be attended by three representatives of the government, including the education secretary. Even if one of the three is absent, the meeting has to be put off.

And the 183 promotions too have invited a controversy, with the teachers ruing ' '   '  '' '    '' ' '   '' ' ' ''    ''  ' ' '    ''' '   ''  ' ' ' ''    ''  '  "the number was much beyond the quota reserved for vocational teachers' '   '  '' '    '' ' '   '' ' ' ''    ''  ' ' '    ''' '   ''  '  ' '    '' . The Punjab government notified new promotion rules in December 2004 and reserved 55 per cent slots for lecturers, 30 per cent for headmasters and 15 per cent for vocational teachers. The other categories claim that only vocational teachers appointed after the notification of new rules were eligible for promotion.

About 750 cases of lecturers and 148 cases of headmasters are pending before the government for appointment as principals. According to the government classification, teachers in senior secondary schools teaching Plus One and Plus Two classes were designated lecturers and those heading high schools were designated headmasters or headmistresses. Both of them were eligible for promotion as principals of senior secondary schools.

Notably, many aspirants for the posts of principals are even MPhil and PhD and opted for the teaching job seeing better avenues for promotion.

Those awaiting promotions include teachers who joined service way back in 1983. Contrarily, the 183 vocational teachers promoted as principals last month were matriculates having diploma in a particular trade.

Punjab cabinet okeys DPR for Ludhiana Metro Rail Project

CHANDIGARH: The Punjab Cabinet today approved the Detailed Project Report (DPR) for the Ludhiana Metro Rail Project prepared by the Delhi Metro Rail Corporation besides giving nod for the execution of this prestigious project in the Public Private Partnership (PPP) or Build Operate Transfer (BOT) model.

A decision to this effect was taken here at a meeting of the Cabinet chaired by Punjab Chief Minister Parkash Singh Badal this morning.

Disclosing this here today a spokesperson of the Punjab government said that the Cabinet also approved to set up the Punjab State Commission for NRIs at Chandigarh to safe guard the interests of the NRIs in the state besides recommending remedial measures to the state government.

The Cabinet also gave approval to amend the Punjab Police Rules, 1934 to enable the department to appoint Sub Inspectors directly up to 50% of vacancies of Sub Inspectors, out of which 3% of posts may be filled by the outstanding sports persons to be recruited as per the department policy.

The Cabinet also gave nod to keep 3% posts reserved for promotion for the disabled employees on the same pattern as the benefit of 3% reservation was already being given to the eligible incumbents at the time of direct recruitment.

The Cabinet also gave approval to convert the Punjab Tax on Entry of Goods into Local Areas Ordinance 2011 (Punjab ordinance No.5 of 2011) into an Act in the forthcoming session of the Punjab Vidhan Sabha.  Apart from this the Cabinet also gave ex-post facto approval for the allotment of unsold licensing units under Excise Policy 2011-12 after reducing its license fee.

The Cabinet also gave ex-post facto approval to rescind the Notification in pursuance of the provisions of Section 3-A of the Punjab Tax on Entry of Goods into Local Areas Act, 2000 (Punjab Act No.9 of 2000) to abolish entry tax on the imported sugar in the state.  

The Cabinet also gave approval to implement the Resource Description Framework (RDF) document to enhance the capacity building of the officers in order to ensure responsive, accountable and transparent administration to the masses.

The Cabinet also gave ex-post facto approval to the tripartite agreement entered on November 19, 2010 between the Punjab government, management of two successor companies of erstwhile PSEB namely Punjab State Power Corporation Ltd. (PSPCL), Punjab State Transmission Corporation Ltd. (PSTCL) and all the unions and associations of PSPCL and PSTCL represented by their office bearers.

The Cabinet also gave approval to create 14 posts of District Judges along with supporting staff for the establishment of 14 Family Courts in addition to already approved two such courts at Amritsar and Ludhiana by the state government.  
 
The Cabinet also gave go ahead for the recruitment of 110 Judges for the Subordinate Judicial Services during the current financial year.  Question papers for the written test and the evaluation would be conducted by the Punjab & Haryana High Court while the entire exercise from inviting applications for the said post to conduct of interviews and finally the declaration of result would be undertaken by the Punjab Public Services Commission.

The Cabinet also accorded ex-post facto approval to open private veterinary colleges with the intake capacity of 60 seats subject to the fulfillment of the necessary prescribed conditions laid down by the Veterinary Council of India and Guru Angand Dev Veterinary and Animal Sciences University.
The Cabinet also approved to amend Punjab State Commission for Scheduled Castes Act, 2004 thereby substituting the clause 3 (2) by ''  '"not more than four non official members from amongst the members of the scheduled castes, who may be appointed by the government from amongst the persons of ability, integrity and standing, who have served for the welfare and uplift of the scheduled castes, provided that out of the four members one shall be a woman''  '.

The Cabinet also approved the draft policy for ''  '"premature release of life convicts''  ' under article 161 of the Constitution of India and Section 432, 433 and 433-A of the Code of Criminal Procedure Act, 1973.
The Cabinet also approved to recruit 95 personnel on contract basis in the department of disaster management.   Of these 50 young rescue workers would be trained for State Disaster Response Force.  Besides a media manager, 44 GIS and disaster management professionals would be recruited to impart training and building GEO-Spatial databases in disaster statics to be posted in 10 different districts and at headquarters.

स्कूल खुलते ही प्रिंसिपल करेंगे नोटिस का सामना

लुधियाना। पंजाब स्कूल एजुकेशन बोर्ड के खराब रिजल्ट का ठीकरा अब स्कूल प्रिंसिपलों के सिर फूटने वाला है। इस बार पीएसईबी के दसवीं व बारहवीं का रिजल्ट पिछले वर्ष के मुकाबले काफी खराब रहा है। शिक्षा विभाग अपने स्तर पर इन परिणामों के खराब होने के कारण खोजने में लगा है।

खराब रिजल्ट के इस घेरे में सबसे पहले स्कूलों के हेड आएंगे। पिछले दिनों एक कार्यक्रम के दौरान शहर आए शिक्षा मंत्री ने खराब रिजल्ट पर निराशा जताते हुए इसके कारण खोजने के निर्देश दिए।

खराब रिजल्ट के कारण खोजें जाएंगे

डिस्ट्रिक्ट एजुकेशन ऑफिसर स्कूलों में छुट्टियों के कारण कुछ कर नहीं पा रहे, लेकिन स्कूल खुलते ही वह प्रिंसिपलों को खराब रिजल्ट का कारण पूछने के लिए नोटिस भेजने वाले हैं। उनका मानना है कि स्कूलों में पढ़ाई का जिम्मा प्रिंसिपल का है, वो माहौल नहीं बनाएंगे तो शिक्षक कक्षाओं में नहीं पहुंचेंगे।

शिक्षा विभाग भी सुस्त नहीं बनी रिपोर्ट

परीक्षाओं के खराब परिणामों का जिम्मेदार चाहे स्कूलों को माना जा रहा हो, लेकिन शिक्षा विभाग भी सुस्ती से उबर नहीं पा रहा। रिजल्ट आए 20 दिन से ज्यादा हो चुके हैं, पर अभी तक उसकी रिपोर्ट ही जारी नहीं हो पाई है।

शिक्षा विभाग की मानें तो रिपोर्ट लगभग एक महीने के भीतर तैयार हो जाएगी। इसमें स्कूलों, शिक्षकों, छात्रों आदि की संख्या के ब्यौरे के साथ ही पास प्रतिशत का रिकॉर्ड भी शामिल होगा।


Govt school principals to answer for poor boards results

Ludhiana: Punjab School Education Board (PSEB) is all set to find the causes for the decline in class tenth and twelfth results this year.

PSEB will send notices to government school heads and principals asking for the reason why their students scored badly in the boards this year.

Education Minister Sewa Singh Sekhwan who was on a visit to Ludhiana on Tuesday expressed his discontent over the board 2011 results and asked the school principals to find reasons for the same.

Education Department fails to prepare report

Even as the education minister holds the schools responsible for the bad results this year, the education department too is very slow on work.

More than twenty days have passed since the results were declared but the reports of the results are yet to be prepared.

The department officials said the report and marksheets will be ready within a month.

Poor board results in 2011 in govt schools

Government schools across the state scored pretty low this year in the boards. Only a single student in the entire district of Mohali managed to get in the top-100 students in Class-XII PSEB results, which were declared on June 6.

Education Dept to decide on promotions on August 8
The Tribune :Patiala, July 17
The Education Department will hold departmental promotion committee (DPC) meeting on August 8 in order to decide upon the long-pending promotion cases of the masters.

Giving information in this regard, senior functionary in the department informed that the department had prepared a list of 1,000 masters for promotion. ''  '"The remaining vacancies will also be filled soon as we have already demanded more cases for promotion. This includes cases from seniority number 12,001 to 13,502 for general candidates and 13,001 to 14,000 for reserved category (male members). The department has directed the Circle Education Officers (CEOs) to submit these cases within 15 days so that the remaining vacancies could also be filled at the earliest. There will be no vacant posts in the near future,''  ' he added further.

There are 1,665 posts of headmasters in the Government High Schools throughout Punjab, out of which 1,147 are vacant. This means nearly 69 per cent seats are vacant. The seats for the post of headmaster by direct recruitment quota are almost filled, but majority of the posts that were to be filled after promotion of masters are vacant.

This is for the first time that a combined list of male and female masters, based upon their seniority, has been prepared for promotions. Earlier, the lists of male and female teachers were prepared separately for promotions and the department would consider 50 per cent cases of males and 50 per cent cases of females. ''  '   TNS
