A number of Master/IVlistesses, who were selected and appointed in
response to advertisements dated 28-12-lgg4 and 12-0l-1996, have been
representing the deparhnent for the benefit of seniority and pay fixation on
notional basis in view of the judgement dated 09-07-2:004 passed by the Hon,ble
Punjab and Haryana High Court in CWP No. 1983 2 of 2003-Charan Dass vs. State of Punjab and others.
2' The seniority lists of the Master Cadre have been declared final vide Memo
dated 16-ll-2011, in which all the incumbents who have been appointed by way of
direct recruitment have been'assigned seniority on the basis of their,r"k;t;;;
determined by the Department selection Committe$t the time of their selection.
3' In the seniority list of Masters, one nanely sh. Mohinder singh, whose
name stands at Serial No. 7204 has been given the benefit of notional with pay fixation effect from 01-01-1997. Likewise, in the seniority list of Mistresses, Smt. Nirdosh Kumari, who has been assigned seniority at serial No. 20743, had also
been given the benefit of notionat pay fixation with effect from 0l-01-l997. And in order to dispose the claim of those Master/IVIisffesses, who are senior in their
respective cadre with reference to the above referred officials and had not been given the benefit of notional pay fixation so far, it is hereby ordered that all those
Masters/Mistresses having seniority above Mohinder singh and Nirdosh Kumari in their respective cadre, who were recruited through the direct recruitment shall be entitled to the benefit of notional pay fixation with effect from 01-01-lgg7 subject
to review of Charan Dass's matter.
4' The concerned Drawing and Disbursing officer shall re fix the pay of eligible employees notionally. immediately.
