'B' for bomb, 'ch' for chaku...in UP school books

LUCKNOW: Upside down pictures of India's national flag, chapters to teach the Hindi alphabet that say 'b' for 'bomb' and 'ch' for 'chaku' (knife)...These glaring anomalies have surfaced in two textbooks used in some Uttar Pradesh schools.

The books are being used under the state-run Uttar Pradesh board and the Central Board of Secondary Education (CBSE), leaving parents fretting and education authorities scurrying for cover.

A moral education book for Class 8 children titled "New Way Bloom" shows an inverted Indian tricolour - a top to bottom colour sequence of green, white and saffron - in at least five places.

Published by Gurukul Publications, New Delhi, as part of the life skills syllabus, it was designed to teach young kids patriotism but seems to have turned things 'upside down'.

Bal Mukund, a basic shiksha adhikari or district education official of Moradabad, where the book is being used in a private school as part of the common syllabi of the NCERT under the Uttar Pradesh board, said it was a "serious offence" and action would be taken against the publishers.

When contacted, the publishers said the book was being withdrawn from the market with immediate effect.

"This is indeed a big blunder on our part," Ankur Julka, a staff member of Gurukul Publications, told IANS on phone from Delhi.

"We had outsourced the book designing to Book Zone in Uttam Nagar, New Delhi, and due to an oversight, missed such a glaring mistake," he said.

In the other blunder, children studying in nursery at many a private schools are being taught the 'varnmala' or Hindi alphabet in a bizarre format. The book titled "Aalok Shabd" says 'B' for 'bomb' and 'Ch' for 'chaku'.

Stunned parents have brought this lacunae to the notice of the principals and teaching staff, which in turn lay the blame on the publisher - Prism House Publication.

Shruti Ahuja, a parent, said this was unacceptable. "How can one teach such words to kids of that age? Or for that matter of any age?" she asked.

Aarty Mishra Awasthy, a teacher by profession and a mother of two, was also angry.

"I'm amazed at how such words and books get into the syllabi," she exclaimed, hinting that these books "slip through" the system after publishers tempt school managements with commissions.

Being taught under the CBSE, the book has shocked the CBSE authorities as the board rules out inclusion of "words that patronize and promote hatred, violence and negative mindset" in its books.

CBSE city coordinator Javed Alam says strict action would be taken against the publishers of the 32-page book. "This sort of negative use of words cannot be tolerated," he said.

The publishers of this book could not be contacted.

UP govt to appoint one lakh teachers

यूपी सरकार पहले चरण में एक लाख शिक्षकों की भर्ती करेगी। इसके बाद प्रत्येक वर्ष रिटायर होने वाले शिक्षकों की रिक्तियों के आधार पर भर्ती की जाएगी।

इससे पहले उत्तर प्रदेश बेसिक शिक्षा (अध्यापक) सेवा नियमावली को संशोधित किया जाएगा। इसमें शिक्षक पात्रता परीक्षा (टीईटी) को अर्हता के स्थान पर पात्रता किया जाएगा। इसी तरह स्नातक पास 1.24 लाख शिक्षा मित्रों को 2015 तक प्रशिक्षण देने के कार्यक्रम में संशोधित किया जाएगा, अब 2014 तक सभी शिक्षा मित्रों को ट्रेनिंग दी जाएगी।

यह निर्देश बेसिक शिक्षा मंत्री रामगोविंद चौधरी ने गुरुवार को अधिकारियों के साथ बैठक में दिए। उन्होंने कहा कि शिक्षा विभाग में रिक्त अधिकारियों के पदों का ब्योरा तैयार किया जाए और इसकी भर्ती के लिए लोकसेवा आयोग को प्रस्ताव भेजा जाए। स्कूल भवन निर्माण के कार्यों से शिक्षकों को अलग रखने का भी निर्देश दिया है।

बेसिक शिक्षा निदेशालय में मंत्री ने दो चरणों में अधिकारियों के साथ बैठक की। उन्होंने पहले चरण में एडी बेसिक स्तर तक के तथा इसके बाद जिला शिक्षा एवं प्रशिक्षण संस्थान (डायट) प्राचार्यों के साथ बैठक की। बेसिक शिक्षा मंत्री ने अधिकारियों को निर्देश दिया कि विभागीय अधिकारियों के खिलाफ चल रही जांच को तीन माह के अंदर पूरा किया जाए।

स्कूलों में अच्छी पढ़ाई कराई जाए, शिक्षकों से भवन निर्माण का काम न लिया जाए। स्नातक पास 1.24 लाख शिक्षा मित्रों को ट्रेनिंग दी जानी है। मौजूदा समय 60 हजार को प्रशिक्षण दिया जा रहा है, शेष बचे सभी शिक्षा मित्रों को जुलाई से प्रशिक्षण देने की प्रक्रिया शुरू कराई जाए।

उन्होंने स्कूल निर्माण की गुणवत्ता में सुधार लाने के निर्देश दिए। बेसिक शिक्षा अधिकारियों और खंड शिक्षा अधिकारियों की कार्यशैली पर सवालिया निशान लगाते हुए कहा कि इनको अपने आचरण में सुधार लाना चाहिए। इनकी लापरवाही से शिक्षकों पर नियंत्रण नहीं है।

शिक्षकों को समय से स्कूल आना चाहिए और बच्चों को पढ़ाना चाहिए। शिक्षकों के वेतन, पेंशन तथा जीपीएफ आदि की सूचनाएं कंप्यूटरीकृत की जाएं। स्कूलों के विद्युतीकरण का काम जहां पूरा नहीं हुआ है, वहां अभियान चलाकर इसे पूरा कराया जाए। सभी स्कूलों में अनिवार्य रूप से शौचालय की व्यवस्था कराई जाए।

जहां अभी तक निर्माण नहीं हुआ है, वहां शौचालय बनवाए जाएं। प्राथमिक स्कूलों में साल में दो बार अभिभावकों को बुलाकर बच्चों के बारे में जानकारी दी जाए। मिड-डे-मील योजना में सुधार लाने के निर्देश दिए। डायट प्राचार्यों की बैठक में कहा कि ट्रेनिंग प्रशिक्षण और उनकी गुणवत्ता पर विशेष ध्यान दिया जाए।

UP govt to implement SC order on SC/ST quota

New Delhi 6 May (BB): The new Akhilesh Yadav Government in Uttar Pradesh has decided to accept the April 27 order of the Supreme Court that declared as unconstitutional Section 3 (7) of the Uttar Pradesh Public Service (Reservation for SC, ST and OBC) Act, 1994 which gave reservation in promotion, amid the possibility of an all-party meeting against the backdrop of the former Chief Minister, Mayawati, demanding a Constitutional amendment. The apex court had also struck down Section 8(A) of the U.P. Government Servant Seniority Third Amendment Rule, which gave consequential seniority. The amendments granting reservation in promotion and consequential seniority to Scheduled Caste and Scheduled Tribe officers and employees in government service were introduced by the Mayawati government in 2007. It is pertinent to mention here that the apex court made it clear that those who have been granted promotion will not be disturbed.
The official decision over the quota system in promotion and consequential seniority for SC,ST officers and employees was taken through �Cabinet by circulation' on Friday. Sources said the ordinance had been sent to the Governor for his approval. For implementing the Supreme Court order, the State government will have to amend the U.P. Public Service (Reservation for SC,ST and OBC )Act, 1994 and the U.P. Government Servant Seniority Amendment Rule.

One lakh cases of SC/ST atrocities pending: Govt

New Delhi: With over one lakh cases of atrocities against SCs and STs pending, the government is considering amendments in the existing law to fast-track trial, the Rajya Sabha was informed on Thursday.

Social Justice and Empowerment Minister Mukul Wasnik said during Question Hour that a concept note was sent to state governments for comments on amending the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989.

He said that out of over one lakh cases of atrocities pending at the end of 2010, the highest number of 19,939 cases were pending in Uttar Pradesh, followed by 13,590 cases in Madhya Pradesh.

Rajasthan had 11,524 cases pending at the end of 2010, Gujarat - 9,437, Odisha - 8,826, Bihar - 7,776 and Karnataka - 6,044, he said.

Wasnik, who did not specify the proposed amendments, said six states had not yet given their opinion.

He said states were being impressed upon to set up special courts to try cases of atrocities on SCs and STs in places where conviction rate is low, pendency is high or registration of cases are high.

He also said public prosecutors would be denotified if they did not perform their job well.

Attorney General says quota in promotions not legal, may be struck down by SC

New Delhi: Attorney General Goolam E Vahanvati has reportedly written to the Law Ministry on reservation for Scheduled Castes and Scheduled Tribes in job promotions, pointing out that the proposal is not legally possible. Sources say that Vahanvati has told the Law Ministry that reservation for SCs/ STs in promotions could be struck down by the Supreme Court.

The government is in favour of reservation for the SCs/ STs in job promotions. Following the all-party meeting on August 21, Minister of State for PMO V Narayanasamy said that the government was ready to bring in constitutional amendments on the issue.

The minister, however, said that no time frame had been set for the implementation of the quota.

Earlier, Prime Minister Manmohan Singh told the all-party meeting that the government would bring legally-sustainable amendment very soon to provide quota to SCs and STs in government job promotions.

Supporting the move, Bahujan Samaj Party (BSP) chief Mayawati said even her party had asked the government to amend the Constitution to provide the quota.

Following the meeting, the former Uttar Pradesh chief minister further said, "Almost every party in the meeting supported the decision."

In the meeting, Lok Janshakti Party (LJP) chief Ram Vilas Paswan also requested the government to bring a bill for the reservation of SCs and STs in promotion of jobs.

Paswan said that while there was no opposition from any party on the issue, the Bharatiya Janata Party (BJP) wanted more time for discussion on the issue. The BJP said that it would take a decision on the issue only after seeing the bill.

However, the opposition for the government on the issue came from the Samajwadi Party, which supports the UPA government. The party claimed that the proposed bill would only add to the existing inequality.

Though in a run up to the 2014 elections, the government announced that it was open to a legally sustainable amendment to offer reservation in promotions to SCs and STs, the problem is not everyone is on board. The Samajwadi Party, which banks on its OBC votebank, is also against the proposal.

However, sources have told CNN-IBN that the government is working on a fresh draft to extend the offer to OBC as well. With this the Congress hopes to tap at least over 45 per cent of the SC and ST votebank in rural areas and over 26 per cent of OBC votebank in rural India.

The worrying factors for the Congress these days are:

It is losing out its traditional Muslim votebank to SP, BSP and now the Trinamool Congress has also pitched in.

The urban middle class which had voted for Manmohan Singh in 2009 is disenchanted.

Rahul Gandhi's Dalit politics has failed to take off.

The youth agenda of the Rahul brigade shows little sign of kicking off.

30 days' adhoc bonus for Uttar Pradesh employees



The U.P. government has decided to provide 30 days ad hoc bonus to the state employees before Dussehra festival. According to official sources here today, about 1.4 million state employees would receive bonus with a maximum limit of Rs 3,500.
However, 50 per cent of the bonus will be deposited in the GPF of the employee while the remaining amount would be given in cash. The proposal of the bonus to be given to the employees, whose grade pay do not exceeds Rs 4,800, was approved by the state Cabinet here yesterday. Almost all the state employees, including government teachers,local bodies and panchayats would be eligible for this bonus, but it would not be paid to the employees against whom departmental enquiry or other criminal case is pending. The state government has simplified the procedure of payment of pension to the ex-state employees, besides now nine lakh state employees would receive their salary directly in their bank account. Officials said now the pensioners would get their pensions from the banks and they do not need to go to treasury now. Similarly, the state employees would also receive their salary directly in their bank account.
