Himachal to shut down schools with less than 10 students
Shimla In Himachal Pradesh, schools with less than 10 students will close down. The state has already short-listed 81 schools for closure if the students do not cross the 10 mark.

But the government claims that it is not closing the schools but only drawing up a scheme to rationalise the schools within a radius of 1.5 km in case of primary schools and up to 3 km for middle schools for imparting quality education.

Education Minister I D Dhiman, who was speaking at a ' '  '"meet-the-press' '  ' event here, said the government was aware that opposition Congress hasn' '  't appreciated the government' '  's move, which was in the interests of the students to impart quality education.

' '  '"If there are two or three students in a school, they will never get a proper atmosphere for their growth and competitiveness. We have done a study for all primary schools and found 778 having students less than 10, somewhere four of five students only in a school. Maintaining a minimum distance of 1.5 km, such closed schools will be merged with adjoining schools having a higher number of students,' '  '  he announced.


Dhiman said the schools which have no schools nearby for merger and distance between two schools is higher than 1.5 km, will function as branch schools. About 81 of these have already been ordered to work as branch schools.

' '  '"When the attendance improves, we will restore back such schools,' '  '  he said.

Flanked by Principal Secretary (Education) Srikant Baldi, the education minister said enrollments in the schools in Class I to V has increased considerably and drop out rate has come down to 0.3 per cent. The literacy ratio has increased to 83.78 per cent compared with 74.04 at the national level.

No intention to set up Pay Commission for employees : Himachal Govt. Will follow Punjab pattern

Shimla (BB) : The Chief Secretary in an affidavit has informed the Himachal High Court that the state government has no intention to set up Pay Commission for its employees and shall continue to follow the Punjab pattern.
Earlier, the High Court in an order had asked the state government as to why state should not have its own Pay Commission keeping in view the geographical conditions of the state, including other reasons.
The Court had directed the state government to consider this issue and appraise the Court about its view in three months.
The Chief Secretary in her affidavit stated that it was not necessary that every state should have its own Pay Commission. She added 20 states were following the Central Pay Commission, whereas Himachal Pradesh was following the Punjab in this regard.
The state government informed the court that the government implements the Punjab pattern by keeping in view the staff pattern of the state. Besides, it added that it is true that Punjab pattern cannot be implemented mutatis-mutandies (as it is) but at the same time separate Pay Commission for the state was not necessary at this stage.
The state government added it state government added it has already granted that revised pay scale to its employees from 2006 and the court orders would be taken in to consideration for future revisions.

Himachal to launch Atal School Uniform Scheme from May 9
 Shimla 26 April (BB): the Himachal Pradesh government has decided to launch Atal School Uniform scheme in the government run schools from May 9 to bring uniformity amongst all the students in the schools.
The steps seems to go a long way in instilling confidence amongst the students whose parents otherwise find difficulty to arrange for uniforms.
This was stated by Chief Minsiter Prem Kumar Dhumal, while addressing a public meeting at Gubbar in district Hamirpur on Thursday after dedicating the newly constructed Ayurvedic Health Centre at Kakkar, to the people of the area.
Chief Minister said that the State Government had launched Atal Adarsh Gram Panchayat Yojna to give cash reward for developmental activities to the best gram panchayats at State, District and Sub-Division level. He said that majority of state schemes were being implemented through gram panchayats and made an appeal to the people of the area to take benefits of all such schemes in their socio-economic upliftment.
Dhumal said that school uniform would be provided twice in a year to all the students, first at the time of admission and second in the month of October every academic session. This would benefit 10.5 lakh students studying from first to matric standard. He said that second phase of Mukhya Mantri Vidyarthi Swasthya Karyakram had been launched to medically examine every student and also provide them de-worming pills. He said that 72 dental medical officers had been recruited to check dental health of the students as well. He said that additionally every senior citizen of the BPL family was also being provided free denture under Muskan Yojna.

Punjab Govt. shifts 6 PPS officers of Punjab Police
 Chandigarh April 26 (BB): The Punjab Government today issued posting and transfer orders of Six PPS officers in the state with immediate effect. Mr. Narinder Kaushal PPS has been posted as SP/City Bathinda, Mr. Raghbir Singh Sandhu as SP/Detective Ferozepur and Mr. Dilbagh Singh Pannu as SP/Detective Faridkot.
Likewise, Mr. Amrik Singh Dhami PPS will be SP/Hqr. Hoshiarpur, Mr. Rajeshwar Singh Sidhu as SP/CM Security Punjab Chandigarh and Mr. Jatinder Singh has been posted as A.C. 5th CDO Bn, Bhg Patiala.
The posting orders of Mr. Hitinder Singh Ghai and Mr. Lakhbir Singh would be issued later on.

Thapar varsity seeks more time to resolve reservation issue

PATIALA: The authorities of the Thapar University are under pressure for abolishing the 50 % quota for Punjab students. Punjab deputy chief minister Sukhbir Badal has already directed the officials to explore various legal options in order to enforce the law of the land. The varsity has now asked Punjab government to give it some time till the chairman of the varsity trust returns from abroad.
 
As per the TU authorities, Gautam Thapar, Chairman of the Thapar Education Trust and Sudhir Mohan Trehan, chairman of board of directors are out of the country. SS Channi, Principal Secretary of Technical Education said, '  "TU authorities have urged us to wait till Gautam and Trehan come back to India.'   
 
Meanwhile, the Technical Education department is exploring the various legal options and Channi added that the main aim for them was to protect the interests of the students of the state.
 
Not only this, the varsity is also facing protest from the students. As Harpal Singh, former Punjab president of National Students' Union of India is on an indefinite outside the main gate of the Thapar varisty. Workers of Youth Congress and BJP burnt the effigy of Abhijit Mukherjee, director of Thapar institute.

Himachal enhances honorarium of Primary Assistant Teachers, Panchayat Chowkidars

Shimla 28 May : Himachal Pradesh Cabinet in its Meeting held here today under the chairmanship of Chief Minister Prem Kumar Dhumal decided to enhance cash incentive to two girls of BPL families residing in rural and urban areas, under �Beti Hai Anmol� Scheme, from Rs. 5,100 to Rs. 10,000. The women empowerment Scheme aims at changing the negative attitude of society towards girl child, check child marriage and make girls self reliant and self dependant. Such female children will also be eligible to avail scholarships ranging between Rs. 300 to Rs. 1,500 while studying in school from first to plus two standard. It was decided to enhance honorarium of 3,539 Primary Assistant Teachers from Rs. 2,500 to Rs. 6,000 to Rs. 6,500, to Trained Teachers and from Rs. 2,000 to Rs. 4,500 to Rs. 5,000 to Un-Trained Teachers. It was decided to enhance honorarium of 3,243 Panchayat Chowkidars from Rs. 1,000 to Rs. 1,200 per month; honorarium of 2,058 Tailoring and Embroidery Teachers from Rs. 1,400 to Rs. 1,600 per month and give preference to them in recruitment to Panchayat Sahayak and aanganwari worker posts. Honorarium of 9,824 Part Time Water Carriers from Rs. 1,200 to Rs. 1,300 per month. The increase will be effective from April 1, 2012. It was also decided to enhance Social Security Pension to eligible 2,77,817 beneficiaries from Rs. 330 to Rs. 400 per month and to veterans of above 80 years of age from Rs. 500 to Rs. 600 from April 1, 2012. This is in fulfillment of the Budget Assurance of the Chief Minister. It was also decided to provide Grant-in-Aid to Parents Teachers Association appointees under �Grant-in-Aid to Parents Teachers Associations Rules, 2006�, from April 1, 2012. It was decided to fill up 42 vacancies of Junior Engineers in Irrigation and Public Health Department on batch-wise basis. It was decided to create and fill up 14 posts of different categories for implementation and monitoring of Pradhan Mantri Adarsh Gram Yojna at district and block level. It was decided to fill up 7 posts of different categories to manage affairs of Women Resources Centre opened under National Women Empowerment Campaign; two Data Entry Operators on fixed remuneration of Rs. 6,794 through outsourcing to DOEACC in HP Institute of Public Administration; one ex-cadre post of Senior Scale Stenographer in the Court of District and Sessions Judge, Bilaspur; one post of Driver for Nagar Panchayat Santokhgarh in district Una; create office of Chief Engineer (Projects) in Irrigation and Public Health Department alongwith four other posts of different categories of employees.

Himachal seeks Distance Allowance for students

Shimla 6 June ( Himachal Education Minister I.D. Dhiman has raised a demand of sanctioning 'Distance Allowance' to students in Himachal Pradesh keeping in view the difficult geographical conditions of the State so that students did not find difficulty in continuing their studies. While speaking in the Conference of Education Ministers of all States at New Delhi on Tuesday he said that such allowance would not only facilitate students but also strengthen primary education in the State. Education Minister said that the State had emerged 'Best State' in education sector due to constructive efforts and farsighted policies of the State Government. He said that posts of teachers have been filled up in remote areas so that children were not deprived of education and added that vacant posts of teachers were less than 3 percent in the State and efforts were being made to fill them soon. Dhiman said that the State had achieved the target of universal enrolment at primary level and 99.4 percent children were enrolled in schools in the State. He said that the literacy rate of the State had increased to 83.78 percent and female literacy rate was 76.06 percent. He said that the State had made notable achievements in providing school facilities to the students within specified radius, enrolment and checking dropout rate.

Himachal announces 4-9-14 time scale




Shimla, Jul 18 (PTI) Ahead of assembly polls this year, Himachal Pradesh chief minister Prem Kumar Dhumal today announced a number of benefits for the government employees including accepting their major demand on grant of time scales.
Making the announcement at the meeting of Joint Consultative Committee (JCC), the chief minister said that 3.37 lakh regular, contractual and part-time and daily wage employees of state government and boards and corporations would be benefit from the decision to grant time scales after four, nine and fourteen years. The Chief Minister also announced that contractual employees recruited under Recruitment and Promotion Rules by HP Public Service Commission and HP Subordinate Services Selection Board will be regularised in six years now instead of eight years earlier. They will also be entitled to ten days' medical leave in addition to 12 days casual leave and they would also be eligible for transfer after three years instead of five years. This decision would benefit over 42,000 employees. Dhumal also announced grant of one special increment to class IV employees on completion of 20 years of service benefiting over 80,000 employees in the state and also announced hike in tribal allowance from Rs 200 to Rs 300. He announced adopting of uniform policy for providing compassionate employment to next of kin of the deceased which would also cover contractual employees. Part time water carrier would be made daily wager on completion of nine years instead of 10 years and designated as water carrier-cum-sewadar and the eligible water carriers would also be absorbed against available vacancies. Dhumal also announced housing loan facility to the state employees on the pattern of the one extended to central government employees on the basis of revised basic pay by removing the upper limit of Rs 7.5 lakh. He also announced increase in the budget for repair of government residential houses for the employees at district level from Rs 10 crore to Rs 13.85 crore. Assembly elections are due in November in the hill  state

Core Education bags Rs 157 cr deal
from Himachal Pradesh govt
Core Education and
Technologies today said it
has bagged an order worth
Rs 157 crore from the
Himachal Pradesh
government for providing
computer-aided learning
solutions in 1,471 schools
across 12 districts of the
state.
The company has signed an agreement with the
Himachal Pradesh government for implementing
next-generation solutions for teaching and learning
in the state, Core Education and Technologies said
in a filing to the BSE. This will help the state
provide computer-aided learning solutions in 1,471
schools across 12 districts. The total value of the
project is Rs 157.45 crore,  it added.
As part of the agreement, the company will provide
education solutions, including digital classrooms
equipped with interactive white boards and
multimedia content in five smart schools, 618
government senior secondary schools and 848
government high schools in the state. It will also be
responsible for training 7,500 teachers which will
directly enhance learning outcomes in government
schools across the state,  it said.Core Education and
Technologies has an order book of over Rs 40 crore
to train over 95,000 students
