151 Bihar Primary Teachers Fail Test, Sacked
 

Patna, Apr 19 (IANS): The Bihar government has sacked 151 primary school teachers after they failed to clear two consecutive eligibility tests, officials Thursday said.

The education department has ordered that they be sacked after they failed two consecutive eligibility tests conducted in 2010 and 2011 by the State Council for Educational Research and Training.

"These teachers have been sacked," said Asutosh, director, primary education, who had issued the order. They were tested for knowledge of English, Mathematics, Hindi and General Knowledge for up to Class 5.

Education officials in various districts have been asked to comply with the order within 15 days.

According to officials in the education department, however, there is a provision for such action in regulations for recruitment of fixed pay teachers in state-run schools.

A few years ago, the state government had sacked 15,000 teachers for having submitted fake degrees and certificates for recruitment in state-run schools.

Bihar has been conducting such eligibility tests for school teachers since 2008.

10 % increase in admission in Govt. Schools expected: DEO Ferozepur

FEROZEPUR :  Punjab is often referred to as a centre of art and learning and hence Punjab has several famous schools which act as important seats of learning.  The schools of Punjab are known for its patronage of art that has helped in discovering several artistes and thereby gifted several talented counterparts in the other states of India.
 
In Ferozepur District, 315 government aided schools and 334 PRI schools are functioning in 12 blocks as Ferzeopur-4, Ghall Khurd-2, Guruharsahai-3 and Zira-3.
 
In these schools, the existing strength during the current academic session is 33471 students in government schools and 20827 students in PRI (Panchayati Raj Institutions) schools.  In addition to this, 938 students are in STC centres.  In total, there are 55236 students on roll. There are also 233 upper primary schools in the district with strength of 27756 students.
 
The government schools in the district are working under various categories such as government, under panchayati raj, aided schools getting 95% grant, under sarv sikhya abhiyan, under RMSA (Rashtriya Madhyam Shiksha Abhiyan, Jawahar Navodhya Schools with hostel facility at Maeanwala (one such school in each district), Adarsh schools (at Bukan Khan wala) and model school in each assembly constituency.
 
While talking to Smt.Naresh Kumari, District Education Officer (SS), Ferozpur, she said that during the last year, the increase in admission in all the schools in the district was around 5 to 7 per cent.
 
On asking about the current academic session, she said, "It is expected to be 10 percent or little above, due to the reasons that Punjab Government has extended various facilities like free education to girls, providing cycles under Mai Bhago scheme, free uniform, free books, free food under mid-day meal scheme and above all the introduction of Edusat, education through the computerized programmes".

Animal specimens must be kept in labs: CBSE

CHANDIGARH: People for Animals (PFA) conducted a raid at Sacred Heart School (Sector 26) on Tuesday. The PFA team claimed that the school authorities have violated the provisions of Wildlife Protection Act by preserving animal specimens in its laboratory.
 
The Central Board of Secondary Education (CBSE) retorted that preserving such specimens is part of school curriculum. CBSE Regional Director RJ Khandero explained that it is mandatory for schools to keep such specimens in its labs. The dissection and killing of live animals is illegal and banned by the Act.
 
PFA Wildlife Officer Saurav Gupta claimed that the raid was conducted in order to check if the school has possession of prohibited animals. According to PFA authorities, the school has violated the provisions by keeping the animals in their labs which is prohibited under the Wildlife Protection Act.
 
PFA members filed a compliant to Police who accompanied the members of PFA and recovered 31 specimens of animals and birds. The School authorities were disturbed by the move of PFA and claimed that every school as per the CBSE norms must keep the specimens of animals and birds like frogs, rats, cobra and other species in their labs.

Girls school on the brink of closure in Ferozepur: No management to run the institute since 1994

FEROZEPUR :  Education plays a major part in the development of a child and the introduction of Right to  Education Act is one of the wisest steps. It is after about 90 years later, the Constitution was amended to enshrine the RTE as a fundamental right with a view that if we nurture our children and young people with right education, India's future as a strong and prosperous country is secure.
 
No doubt, the India has come in the list of 135 countries who guarantee to provide free education to the children but we lack in providing infrastructure and quality of education.
 
In the absence of these arrangements, the said Act looks to be in  papers only and will become a part of the list of projects initiated  in the tenure of UPA government.  The tendency is to do '  "What we can'   and not do '  "What we must'   .
While making the RTE Act, it has not been considered as to how the schools will run and meet out their expenses of teachers and other infra-structure.  However, the teachers should realize their responsibility of teaching the students with dedication and devotion.  They must show their worth of the handsome emoluments they are now getting.
 
The future of RTE looks to be dark and it needs to be amended keeping  in view the difficulties faced in the past to make it more effective Act.
 
The fate of one of the oldest girl's school in Ferozepur of 1910's '   " Hindu Girls Senior Secondary School at Ferozepur - is at the verge of closure.
 
One NRI, Ashok K. Kumar of Ferozepur now settled in Manchester Connecticut USA, vide his letter dated October 7, 2010 offered to invest initially Rs.25 lakhs to renovate the existing building and providing the infrastructure, from the funds of Alpana Kumar's Memorial Education Fund formed in the memory of his daughter, who expired due to cancer in USA.
 
Presently, there is no management of school since 1994, almost about 18 years, when the Correspondent was appointed as per orders of the Director Education, Punjab vide orders dated 22.11.94, for the purpose of disbursement of salary to the teachers being the aided school.  Presently, only one teacher who is working as Principal of the school is on the aided post and all other teachers have since retired.  The appointment of Correspondent was necessitated as a case was going in the court against two members of the management who later on resigned from the management.
 
A deputation of local NGOs also met the Deputy Commissioner to make arrangements for the formation of the managing committee of the school but unfortunately during the intervening period of 18 years, four members have since expired.  One member had long back resigned and one more member resigned from the managing committee. 
 
Despite calling the surviving three members by the deputy commissioner, none of them attended the meeting and ultimately a reference was made by Distt. Education Office, Ferozepur to Director, Education Punjab vide letter dated 20.9.2010 and the negligence on the part of education department is so that till date no action has so far been initiated.
 
As per the information gathered, the said school is under the overall management of Hindu Kanya Pathshala Sabha, and its existing members are not known even to the principal of the school.   
 
The then deputy commissioner K.K.Yadav took the initiative to pursue the matter and DEO was advised to submit his report after inspecting the school. He, however, managed to get the matter referred to DPI for necessary action. When I met the deputy commissioner, he showed too much concern over the attitude of the local people.  He categorically said that there are persons in the city who are interested to do the work, for the betterment of the city but it is very unfortunate for Ferozepur that old persons are neither coming forward nor leaving the institutions for others to run more effectively.
 
As per the report of DEO Ferozepur, there is no authenticated record with the school and nobody knows as to who is keeping the proceeding book.
 
The fate of the school is that the existing Principal, who is getting the salary against 95% grant to the school, is going to retire in September this year and her interest is only upto that period so that she may go on getting the salary and the retrial benefits.  Even she has engaged the 12 teachers and one clerk at the nominal payment and paying from her own pocket with the motive of showing the school as running for getting grant which is being received only for her post.
While talking to the principal Saroj Sehgal, she further disclosed that even if the management is formed, the school has to deposit Rs.10,22,737 with the provident fund authorities to be paid to the teachers who have since retired from school.  She further disclosed that the surviving members have an ego clash and are not ready come across the table to amicably settle the issue and maintain the glory of the school.
 
The present strength of the school is 320 girls' students and the funds being collected are about Rs.4000 per month whereas the strength used to 1200 students which goes on reducing with the mismanagement of school affairs and of course, with the opening of new schools. 
 
The school was once headed by Jawala Ram Sikri in 1941, a renowed coal merchants of India as President and Dr.Sadhu Chand Vinayak, MBBS as Manager, followed by the prominent personalities of the city upto 1987-88.  After this, the school started losing its reputation as well as rift in the management and ultimately it is not at the verge of closure.
 
In addition to the existing double storey building of the school having ten rooms, two halls and a play ground, it has another one complex known as '  "Science Block'   presently locked and the school is situated in the heart of the city connected with the main market.  The school can be run very easily from the income of the other abandoned building if converted into a shopping complex.  There are so many active and dedicated local NGOs and NRI, but the problem is neither the education department is interested nor the surviving members are interested to form the new management, to start the school from the zero.
 
It is pertinent to mention that sometime back the roof of one of the class room has fallen and there was no loss of life but the district administration quickly sanctioned Rs.5 lakh to get the minor repair immediately.
 
Vikram Kantore, an energetic young boy, son of one of the executive member of school who has since expired, when contacted, confirmed having certain bank deposit receipts with him, which his father Jagdip Rai Kantore, was keeping with him, being the Correspondent of the school at that time, have neither been claimed by anyone and the question of its renewal does not arise.  He said, it will be great tribute to my father, who dedicated his life for the cause of education to the girl's students, if the school revived to its old shining and ready to cooperate with the existing members and the administration as well.  He too is disheartened as none of the member is ready to come forward to complete the formalities by taking up the matter with the education department and district administration.
 
 
While talking to the retired educationist, he was of the view that education department should use its powers to form the new managing committee with the assistance of local administration by dismissing the existing management so that the offer of the NRI to provide the modern technology education standard in the school, could be availed of. The NRI has also emotional attachment with the city especially for imparting education to girls, in memory of his daughter Alpna, in USA, who was a Health Lawyer but expired while fighting with the cancer.
 
As per the list of members of the managing committee of the school, as on 6.9.10 provided by the Principal, before the appointment of Correspondent, out of eleven members excluding the teachers representative, parent-teacher nominee, DEO and Principal as ex-officio member,  four members '   " Jagdip Rai Kantore, Paras Ram, Kailash Aggarwal, Ramesh Sharma, had already expired.
 
Subsequently, two members namely Sohan Lal Gakhar, President and his wife Smt.Kamlesh Gakhar as member, have since resigned.
 
One Smt.Indu Puri who is daughter of a renowned Dr.Sadhu Chand Vinayak of that time is married at Moga and has least interest in the school.
 
On contacting the existing surviving members, B.K.Khanna  and Sohan Lal Gakhar, who had since resigned, both were of the view that something must be constructively done to revive the institution like that of old days but are not ready to come across the table, how to proceed. Even, the existing surviving members, on the initiative taken by the NGOs Coordination Committee, did not turn when a meeting was called by the Deputy Commissioner.  The principal of the school, however, said with tight lips, '  "At the time of meeting called by the DC, one of the member was sitting in the school and intentionally avoided to attend the same'   .
 
However, on contacting Ramesh Sharma son of renowned Hakim of his time Pt.Gauri Shankar, one of the executive member of the school, though only non-controversial member, said, '  "He is helpless to bring all the surviving members on one table.  He, however, is ready to  help if someone takes the initiative and ready to share the old documents available with him'   . He further said, '  "The issue of forming of management can be solved, if a directive is issued by the DPI Schools or if someone files a Public Interest Litigation to have the directive of the Hon'ble Court'   .
 
Only the intervention of the government can keep the future of the girls' students safe, most of them are from poor families otherwise after the retirement of existing Principal, the school will be closed and the fate of the students is in dark. The parents of poor girls' students will not be in a position to take admissions in the model schools and will add to the list of drop-outs. The suggestive alternatives
 
The purpose of implementation of Right to Education Act, in the instant case too seems to be dark
