Punjab govt expresses satisfaction at wheat procurement, to recruit PCS and allied services

CHANDIGARH: Punjab cabinet has given approval to fill 150 vacant posts of Junior Engineers (JEs) of direct quota in the Irrigation Department through Administrative department by taking these out of preview of Punjab Subordinate Services Selection Board in the public interest so that the irrigation and drainage works were carried out without any further delay.
 
The Cabinet also reviewed the arrangements of Wheat procurement during the Rabi Marketing Season 2012-13 and expressed satisfaction over the ongoing procurement operations across the state. The Cabinet was apprised that the state government had made elaborate arrangements to procure 115 lakh MT of Wheat through its procurement agencies viz. Pungrain, Markfed, Punsup, Warehousing, Punjab Agro besides FCI for central pool as per their allotted share.  Procurement of Wheat which started from April 1 would likely to continue till June 30, 2012.
 
Detailed instructions have already been issued to all the District Food & Supplies Controllers to ensure proper storage of Wheat in keeping close liaison with the concerned Deputy Commissioners.
 
In yet another decision, the qualifications provisions under the Punjab State Elections Commission have been brought in conformity with the provisions of this subject in the Punjab Panchayati Raj Act, 1994 and Punjab Municipal Act, 1911.
 
The Cabinet also approved the exemption to the SGPC, Durgiana Temple, Amritsar, Devi Talab Temple Jalandhar from External Development Charges (EDC), Change in Land Use (CLU) and License fee for setting up schools, colleges, hospitals and other social institutions benefitting the public.
 
The Cabinet also approved the draft of Punjab Right to Service Rules, 2012 which would help implementation of the provisions of the Right to Service Act. At the very outset the Punjab Cabinet expressed condolences to the families of those workers who lost their lives in the building collapse of a factory at Jalandhar.  The Cabinet also observed two minutes silence in the memory of deceased and prayed to the Almighty to grant peace to the departed souls besides giving strength to the family members to bear this irreparable loss and wishing a speedy recovery to the injured.
 
Meanwhile, the Cabinet also appreciated the outstanding services rendered by the Army, National Disaster Response Force besides the Civil and Police of district administration Jalandhar in carrying out timely relief operations thus saving many lives.  The Cabinet also lauded the role of several NGOs, social, religious and voluntary organizations in providing relief to the injured and the family members of the deceased in this hour of crisis.

Punjab cabinet: Canal & drainage act to be amended

CHANDIGARH:In a bid to check the practice of theft of canal water in the state, the Punjab Cabinet today approved to amend Section 70 of the Northern India Canal and Drainage Act, 1873 to make it far more stringent and punitive.
 
A decision to this effect was taken in a meeting of Council of Ministers under the Chairmanship of Punjab Chief Minister Parkash Singh Badal here at Chief Minister's Office this morning.
 
Disclosing this here today, a spokesperson of the Chief Minister's Office said that under the amended provisions of the Act the amount of fine for canal water theft has been enhanced from earlier Rs.1000 to minimum Rs.5000 up to Rs.50,000 or imprisonment up to six months or both.  The guilty would be deprived of the facility of canal water for two rounds for first time offence, for a season in case of 2nd offence and for two years for third time offence.   The government would also issue an Ordinance to make it effective with immediate effect.
 
 In another significant decision, the Cabinet approved a proposal of making recruitment to PCS and allied services every year compulsory.  The recruitment process would start every year in September and end next year in August.  This land mark decision would improve the quality of administration and ensure regular intake of PCS officers every year.  Rules to this effect have already been amended.
 
The Cabinet also approved the additional cost incurred on the construction of the rural toilets through the NGOs, over and above the cost fixed by the state government, from the funds raised through other sources.
 
 It may be recalled that as many as 1202249 households in rural areas were still bereft of the personal toilets as per a survey conducted by Water Supply & Sanitation Department, Punjab in 2009.  The govt. aims to make the entire state free from open defecation in five years.

ਇਸ ਮੀਟਿੰਗ ਵਿਚ ਜਿਥੇ ਮੁੱਖ ਮੰਤਰੀ ਸ.ਪ੍ਰਕਾਸ ਸਿੰਘ ਬਾਦਲ ਅਤੇ ਨਵੇਂ ਸਿੱਖਿਆ ਮੰਤਰੀ ਸਿੰਕਦਰ ਸਿੰਘ ਮਲੂਕਾ ਵਲੋਂ ਵੱਧ ਤੋਂ ਵੱਧ ਅਧਿਆਪਕ ਭਰਤੀ ਕਰਨ ਦੇ ਦਿਤੇ ਗਏ ਬਿਆਨ ਦਾ ਸਵਾਗਤ ਕੀਤਾ ਗਿਆ। ਉਥੇ ਹੀ ਲਗਭਗ 1 ਸਾਲ ਤੋਂ ਯੋਗਤਾ ਟੈਸਟ ਪਾਸ ਕਰਨ ਦੇ ਬਾਵਜੂਦ ਬੇਰੁਜਗਾਰੀ ਦਾ ਸੰਤਾਪ ਹੰਢਾ ਰਹੇ ਅਧਿਆਪਕਾਂ ਨੇ ਸਰਕਾਰ ਦੇ ਹੁਣ ਤੱਕ ਦੇ ਰਵੱਈਏ ਪ੍ਰਤੀ ਨਾਖੁਸ਼ੀ ਜਾਹਿਰ ਕੀਤੀ। ਮੀਟਿੰਗ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆ ਜਨਰਲ ਸਕੱਤਰ ਰਘਵੀਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਵਿਚ ਪਹਿਲਾਂ ਹੀ 24000 ਅਧਿਆਪਕਾਂ ਦੀ ਅਸਾਮੀਆਂ ਖਾਲੀ ਸਨ ਅਤੇ ਹੁਣ 5000 ਅਧਿਆਪਕਾਂ ਦੀਆਂ ਤਰੱਕੀਆਂ ਹੋਣ ਕਾਰਨ ਸਕੂਲਾਂ ਵਿਚ ਅਧਿਆਪਕਾਂ ਦੀ ਭਾਰੀ ਕਮੀ ਹੋ ਜਾਣ ਕਾਰਨ ਗਰੀਬ ਬੱਚਿਆਂ ਦੀ ਪੜ'   ਾਈ ਦਾ ਬਹੁਤ ਨੁਕਸਾਨ ਹੋ ਰਿਹਾ ਹੈ।

ਉਨਾਂ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਤੋ ਜੋਰਦਾਰ ਮੰਗ ਕੀਤੀ ਕਿ ਮਈ 2011 ਵਿਚ ਅਪਲਾਈ ਕਰਵਾਈਆਂ 3442 ਮਾਸਟਰ ਕਾਰਡ ਦੀਆਂ ਅਸ਼ਾਮੀਆਂ ਵਿਚ ਵਾਧਾ ਕਰਕੇ ਕੌਸਲਿੰਗ ਦੇ ਚੁੱਕੇ ਸਾਰੇ ਟੀ.ਈ.ਟੀ ਟੈਸਟ ਪਾਸ ਅਧਿਆਪਕ ਲਗਭਗ 6000 ਨਵੀਆਂ ਅਸਾਮੀਆਂ ਦਾ ਇਸ਼ਤਿਹਾਰ ਤੁਰੰਤ ਜਾਰੀ ਕੀਤਾ ਜਾਵੇ, ਟੀ.ਈ.ਟੀ ਪਾਸ ਅਧਿਆਪਕ ਨੇ ਭਵਿੱਖ ਵਿਚ ਕੀਤੀ ਜਾਣ ਵਾਲੀ ਭਰਤੀ ਵਿਚ ਬੈਚ ਵਾਈਜ ਪਹਿਲ ਦੇ ਅਧਾਰ ਤੇ ਭਰਤੀ ਕਰਨ ਦੀ ਪਾਲਿਸੀ ਬਣਾਈ ਜਾਵੇ। ਜਿਲਾ ਪ੍ਰੀਸ਼ਦ ਦੀਆਂ7041 ਅਸਾਮੀਆਂ ਲਈ ਵੀ ਅਪਲਾਈ ਕਰਵਾਇਆ ਜਾਵੇ।

ਮੀਟਿੰਗ ਦੇ ਅਤੰਰ ਵਿਚ ਯੂਨੀਅਨ ਦੇ ਆਗੂਆਂ ਨੇ ਇਹ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਸਾਡੀਆਂ ਜਾਇਜ ਤੇ ਹੱਕੀ ਮੰਗਾਂ ਤੇ ਤੁਰੰਤ ਕਾਰਵਾਈ ਨਹੀਂ ਕਰਦੀ ਤਾਂ ਆਉਣ ਵਾਲੇ ਥੋੜੇ ਹੀ ਦਿਨਾਂ ਵਿਚ ਸਰਕਾਰ ਨੂੰ ਯੂਨੀਅਨ ਦੇ ਤਿੱਖੇ ਸੰਘਰਸ ਦਾ ਸਾਹਮਣਾ ਕਰਨਾ ਪਵੇਗਾ। ਮੀਟਿੰਗ ਵਿਚ ਕਮੇਟੀ ਨੁਮਾਇੰਦਿਆ ਤੋਂ ਇਲਾਵਾ ਇਸਪਾਲ ਸਿੰਘ, ਗੁਰਜੰਟ ਸਿੰਘ, ਗੁਰਦੀਪ ਸਿੰਘ, ਗੁਰਭਗਤ ਸਿੰਘ, ਕਸ਼ਮੀਰ ਸਿੰਘ, ਰਣਦੀਪ ਸਾਂਘ, ਸੁਮਨ ਮੈਡਮ  ਨੇ ਵੀ ਸੰਬੋਧਨ ਕੀਤਾ।

CHANDIGARH: The notification for holding the civic polls for the Municipal Corporation of four cities in Punjab has been issued by the state government.  The notification of reservation of wards for the MC election has been issued.
 
There are five categories for reservation: SC(Scheduled caste), SC women, General category women, BC(Backward classes) and General wards.

ਸੰਗਰੂਰ, 22 ਅਪ੍ਰੈਲ,(ਫਤਿਹ ਪ੍ਰਭਾਕਰ) :  ਸਿੱਖਿਆ ਵਿਭਾਗ ਮਨਿਸਟੀਰੀਅਲ ਸਟਾਫ ਐਸੋਸ਼ੀਏਸ਼ਨ ਜਿਲਾ ਸੰਗਰੂਰ ਦੀ ਹੰਗਾਮੀ ਮੀਟਿੰਗ ਡੀ.ਸੀ ਕੰਪਲੈਕਸ ਸੰਗਰੂਰ ਵਿਖੇ ਹੋਈ। ਮੀਟਿੰਗ ਦੀ ਪ੍ਰਧਾਨਗੀ ਰਕੇਸ ਜੈਨ ਜਿਲਾ ਪ੍ਰਧਾਨ ਨੇ ਕੀਤੀ।

ਜਿਲਾਜਨਰਲ ਸਕੱਤਰ ਅਮਨਿੰਦਰ ਚੈਰੀ ਨੇ ਪ੍ਰੈਸ ਨੂੰ ਜਾਣਕਾਰੀ ਦਿੰਦੇ ਹੋਏ ਦੱਸਿਆ ਕਿ ਇਹ ਮੀਟਿੰਗ ਜਥੇਬੰਦੀ ਦੀ ਅਗਲੇ ਦੋ ਸਾਲ ਜਿਲਾ ਪ੍ਰਧਾਨ ਅਤੇ ਸਕੱਤਰ ਦੀ ਚੋਣ ਸਬੰਧੀ ਵਿਚਾਰ ਵਟਾਂਦਾਰ ਕਰਨ ਲਈ ਰੱਖੀ ਗਈ। ਸਟੇਟ ਜਥੇਬੰਦੀ ਦੀ ਚੋਣ 27 ਮਈ 2012 ਨੂੰ ਹੋਵੇਗੀ। ਮੀਟਿੰਗ ਵਿਚ ਸੂਬਾ ਸਕੱਤਰ ਜਨਰਲ ਰਾਜ ਕੁਮਾਰ  ਅਰੋੜਾ ਅਤੇ ਜਿਲਾ ਪ੍ਰਧਾਨ ਪੀ.ਐਸ.ਐਮ.ਯੂ ਸੁਰਿੰਦਰ ਕੁਮਾਰ ਬਾਲੀਆਂ ਉਚੇਚੇ ਤੌਰ ਤੇ ਹਾਜਰ ਹੋਏ। ਇਸ ਮੀਟਿੰਗ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆ ਪੰਜਾਬ ਸਟੇਟ ਮਨਿਸਟੀਰੀਅਲ ਸਟਾਫ ਐਸ਼ੋਸੀਏਸ਼ਨ ਦੇ ਸੂਬਾ ਸਕੱਤਰ ਜਨਰਲ ਰਾਜ  ਕੁਮਾਰ ਅਰੋੜਾ ਨੇ ਕਿਹਾ ਕਿ ਆਪਸੀ ਭਾਈਚਾਰਕ ਸਾਂਝ ਅਤੇ ਏਕਤਾ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਮੁਲਾਜਮਾਂ ਦੀਆਂ ਜਾਇਜ ਅਤੇ ਹੱਕੀ ਮੰਗਾਂ ਲਈ ਸੰਘਰਸ ਜਾਰੀ ਰੱਖਣੇ ਚਾਹੀਦੇ ਹਨ। ਮੁਲਾਜਮਾਂ ਨੂੰ ਵਿਭਾਗਾਂ ਵਿਚ ਕਿਸੇ ਕਿਸਮ ਦੀ ਪ੍ਰੇਸਾਨੀ ਨਹੀਂ ਹੋਣੀ ਚਾਹੀਦੀ।

ਯੂਨੀਅਨ ਦੇ ਜਿਲ'   ਾ ਪ੍ਰਧਾਨ ਸੁਰਿੰਦਰ ਬਾਲੀਆਂ ਨੇ ਆਖਿਆ ਕਿ ਮਨਿਸਟੀਰੀਅਲ ਮੁਲਾਜਮਾਂ ਦੀਆਂ ਜੋ ਮੰਗਾਂ ਪੰਜਾਬ ਸਰਕਾਰ ਪਾਸ ਪੈਡਿੰਗ ਹਨ ਉਹਨਾਂ ਦਾ ਜਲਦੀ ਨਿਪਟਾਰਾ ਕੀਤਾ ਜਾਵੇ। ਇਸ ਦੇ ਨਾਲ ਜਰਨਲ ਸਕੱਤਰ ਰਾਕੇਸ ਜੈਨ ਨੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਦਫਤਰਾਂ ਵਿਚ 'ਜੀ ਕਹੋ ਜੀ ਕਹਾਓ' ਪਾਲਿਸੀ ਲਾਗੂ ਕੀਤੀ ਜਾਵੇ। ਇਸ ਮੌਕੇ ਹਰਮੀਕ ਸਿੰਘ, ਮਨਿੰਦਰ ਸਿੰਘ, ਗੋਪਾਲ ਸਿੰਘ, ਗੁਲਜਾਰ ਸਿੰਘ, ਸੁਖਵਿੰਦਰ ਸਿੰਘ, ਅਮਨਦੀਪ ਸਿੰਘ, ਮਨਦੀਪ ਜੋਸੀ, ਜਤਿੰਦਰ ਕੁਮਾਰ, ਹਰਿੰਦਰ ਸਿੰਘ, ਜਤਿੰਦਰ ਸਿੰਘ, ਪਵਿੱਤਰ ਦੇਵ ਸ਼ਰਮਾ ਆਦਿ ਹਜਾਰ ਸਨ।
