Shri Anand Sharma’s Statement on Pradhan Mantri Jan Dhan Yojana
Financial inclusion was declared a National Mission by UPA. Targets were fixed for opening bank accounts for villages above the population of 2000. The then Finance Minister Shri P Chidambaram in his Budget speech of 2012 had given a roadmap for financial inclusion. Banks were directed to cover every village with a population of more than 2000 people, using voter list to ensure that each household had a bank account. This was notified in May, 2012. Those who had accounts also had an ATM card for the same.
In his Independence day Speech, the then Prime Minister Dr Manmohan Singh referred to the same and put forward a roadmap of financial inclusion for the country.
In November, 2012, target of 1 crore bank accounts was achieved and thereafter, in February 2013, we reached 1.5 crore bank accounts.
The Unstructured Supplementary Service Data (USSD) Platform was notified in 2012 itself, by the Department of Banking and Financial Services and the code for the same was secured by the Department. The single number was obtained and notified. This number was obtained by the BSNL/MTNL. This was already done in 2012.
Prime Minister Shri Modi, did a continuation with the same National Mission by giving it a new name and also adding an insurance cover aspect. Most nationalized banks were already giving Insurance cover for their accounts. It is an amalgamation of UPA government’s schemes.
The Prime Minister while pontificating that nothing has happened in 68 years did not take this into account.
It is a falsification of truth to hoodwink the poor people of India. One expects the Prime Minister and the Finance Minister to have the intellectual and political honesty to mention these facts. By choosing not to highlight what we have achieved by financial institutions, they have insulted the institutions, bank managers, employees and all those who toiled hard for months and years to achieve these laudable achievements.
This only shows the duplicity, dishonesty and one-upmanship of this government.
