Online marking of Class X, XII PSEB exams

To enhance standards of marking system in school board exams and increase operational efficiency, School Education Department in the state is adopting a new online marking system for Class X and XII examinations of the Punjab School Education Board (PSEB).

The Class 10 examinations are set to commence from March 12 and will conclude on March 31.

The examinations for Class 12 will begin from February 28 and end March 24.

Instead of papers being marked in the traditional way at the exam centres and teachers preparing the award lists of the students’ answer scripts manually and sending these further to the PSEB office at Mohali, this time the teachers will make entry of the marks obtained by each student online while using a special online marks entry app.

The School Education Department has started special training for the teachers to acquaint them with the new app and its use, starting February 19 at all Edusat Centres in the state.

Besides smoothening the preparation of the award lists, the other benefit of this computerised approach is that the marking scheme for a paper is built into the software, which eliminates, or at least minimises, the possibility of an incorrect mark, said sources.

Employees working in various government departments on contractual basis today announced their unusual ‘CM se Milao, Inaam Pao’ scheme saying anyone who fixes their meeting with the Chief Minister or the AICC president will be given a special prize.

Announcing the “first-time ever scheme”, district president of the Theka Mulazim Action Committee Deepak Bansal said while it was the job of the state government to launch various schemes for the public, this is the first time, the public has launched a scheme for the people.

“There are no eligibility criteria for this scheme. Anyone who manages to fix a meeting with Chief Minister Captain Amarinder Singh will be felicitated. The challenge is also open to anyone who may get a meeting fixed with All-India Congress Committee president Rahul Gandhi,” Bansal said, adding that unlike the government, the union would not retract from its promise.

Bansal said the union devised the scheme since the Chief Minister and other Congress leaders, who used to participate in their stirs, went incommunicado after their party formed the government in the state.

He added that the union members would start their door-to-door campaign in Bathinda, Jalandhar, Gurdaspur and Mohali to popularise their scheme and mobilize public for their stir.

Students, school staff to take pledge against cheating

All government, private, affiliated and associate school students will take a pledge before the annual exams, scheduled to start on February 20, to not cheat during the exams. The Education Department issued these directions today.

This is the first time that students and staff will take a pledge to not cheat during exams. The School Education Secretary-cum-Chairman has issued directives to all schools to ensure the conduct of cheating-free exams.

The students and staff of all schools will take the following pledge: “We pledge to make the examinations cheating free that we shall not cheat nor allow cheating during examinations after today. We shall thrive with all our heart to hold our examinations in an exemplary, honourable, devoid-of-fear and cheating-free manner.”

The letter directs all students, teachers and administrative staff to take the pledge during the prayer meetings held before the annual examinations of Classes IX, X, XI and XII.

While the efforts for the smooth conduct of exams were stepped up last year with the department advocating installation of CCTV cameras at centres and disallowing students to appear for exams in their own schools, with the directions for the pledge it will be the first year when students will collectively vow not to cheat during the exams.

The state Cabinet here today okayed the creation of a separate cadre of teachers for the border districts of Pathankot, Amritsar, Fazilka, Tarn Taran, Ferozepur and Gurdaspur.

The Cabinet approved 19 draft service rules for various cadres in the School Education Department. It also decided that the employees appointed in the border cadre would have their separate promotion channels.

It was also decided to set up a Cabinet sub-committee to oversee the implementation of the Right to Education (RTE) Act and examine the Education Department’s suggestions on revamping the education system in government schools. The sub-committee, comprising Finance Minister Manpreet Badal, Higher Education Minister Aruna Chaudhary, Rural Development Minister Tript Rajinder Singh Bajwa and Local Bodies Minister Navjot Singh Sidhu, will submit its report in 15 days.

The Cabinet took a slew of decisions aimed at improving the state’s fiscal health, including a new outdoor advertising policy for municipal areas and a new tourism policy.

During the meeting, Chief Minister Capt Amarinder Singh and all Cabinet Ministers decided to pay their own income tax, which is currently costing the exchequer Rs 11.08 crore per year. The CM said the final decision on MLAs’ self-payment of income tax would be taken after receiving their feedback on the proposal.

Under the outdoor advertisement policy, the Local Bodies Department aims to raise its revenue from Rs 20 crore (in 184 cities/towns) to Rs 200 crore. The Punjab Municipal Outdoor Advertisement Policy-2018 replaces the Punjab Outdoor Advertisement Policy-2012. The advertising rights would be awarded through e-tendering.

After the meeting, Tourism Minister Navjot Singh Sidhu announced the approval of the new draft of the Punjab State Tourism Policy-2018, aimed at doubling the annual tourist footfall and establishing the state as a world-class tourist destination in the next five years.

Replacing the policy of 2003, the new one is aimed at “mopping up revenue through responsible and sustainable development of sensitive tourism resources through a series of initiatives, including information dissemination and optimal use of electronic techniques, including social media.”

Separate unit for Mining & Geology

It has been shifted from the Industries Department. The move will entail no additional monetary burden since the cadre of the new unit, which will have 598 employees, will be drawn from the Water Resources Department. It was observed that since most of the mining activities were carried out on riverbeds, the Water Resources Department was better suited to provide wherewithal to the new wing.

Nod to grain transportation policy

The Cabinet approved the foodgrain transportation policy and labour and cartage policy to facilitate smooth procurement during the 2018-19 rabi season, commencing on April 1. After banning truck unions, the government aims to give priority to labour and cartage societies to carry out operations at basic rates. The remaining work of labour and cartage (up to 8 km) and transportation of wheat beyond 8 km will be allocated though an online tender system.

वेतन नहीं मिलने से भड़के अध्यापकों ने दिया धरना

संवाद सहयोगी, फगवाड़ा : अध्यापक वर्ग फगवाड़ा की ओर से अध्यापकों की पिछले कई माह से वेतन न मिलने व प्राइमरी स्तर पर पढ़ा रहे बीएड अध्यापकों के लिए पंजाब की ओर से ब्रिज कोर्स करने के लिए जारी किया पत्र तुरंत वापस लेने संबंधी एक ज्ञापन जिला शिक्षा अधिकारी ऐलीमेंटरी को ब्लाक प्राइमरी शिक्षा अधिकारी फगवाड़ा के माध्यम से भेजा गया। इस मौके पर समूह अध्यापक वर्ग की धरना प्रदर्शन भी किया गया। अध्यापकों ने बताया कि उन्हें पिछले कई माह से वेतन नहीं मिला है। उन्होंने मांग की कि सीएचटी, हेड टीचर व समूह अध्यापक वर्ग का रूका वेतन तुरंत जारी किया जाए व भविष्य में सेलरी बजट एडवांस मंगवा लिया जाए। डिप्टी डायरेक्टर, एससीइआरटी, पंजाब की तरफ से प्राइमरी स्तर पर पढ़ा रहे बीएड अध्यापकों के लिए ब्रिज कोर्स करने के लिए जारी किया गया पत्र तुरंत वापस लिया जाए क्योंकि पंजाब भर के प्राइमरी ऐलीमेंटरी अध्यापक प्राइमरी स्कूलों में पढ़ाने के लिए पूरी तरह से योग्य है व कई सालों से प्राइमरी स्कूलों में बच्चों को पढ़ा रहे है। इस अवसर पर जसबीर सेनी, हंसराज,साधु सिंह, गुरमुख सिंह,सतनाम,अशोक,कमलगुप्ता,प्रबजीत,जगदीशसिंह, अनीता अरोड़ा, विनीता जोशी, शमा रानी, रोहिनी, किरण बाला, हरजिंदर, कमलदीप कौर, पूनम, मनिंदर कौर, अजय कुमार, चंदन कुमार, जसबीर सिंह, गौरव सिंह, तीर्थ सिंह, पंकज शर्मा, मनोज, निखिल,परमिंदरपाल कौर,सरबजीत कौर, सुरिंदर, रजनी, अनीता आदि उपस्थित थे।
