कुछदिन पहले सुप्रीम कोर्ट ने सिनेमा हाॅॅल में फिल्म शुरू होने से पहले राष्ट्रगान बजाया जाना अनिवार्य किया था। अब मद्रास हाईकोर्ट ने तमिलनाडु के सभी स्कूल, कॉलेज, यूनिवर्सिटी और सरकारी प्राइवेट दफ्तरों में वंदे मातरम्् गाना अनिवार्य कर दिया है। कोर्ट ने कहा कि स्कूलों में सप्ताह में कम से कम एक और ऑफिसों में महीने में एक दिन राष्ट्रगीत जरूर गाया जाना चाहिए।
जस्टिस एमवी मुरलीधरन ने यह फैसला एक छात्र की याचिका पर सुनाया है। दरअसल, वीरामणी नाम का छात्र 2013 में बीटी असिस्टेंट पोस्ट के लिए आयोजित परीक्षा में फेल हो गया था। उसे पास होने के लिए 90 नंबर चाहिए थे, जबकि 89 ही मिले। वीरामणी ने ऑन्सर सीट देखी तो राष्ट्रगीत किस भाषा में लिखा गया है? इस सवाल का जवाब गलत निकला। इस सवाल में चार विकल्प थे। जिसमें बांग्ला, मराठी, ऊर्दू और संस्कृत भाषा शामिल थे। वीरामणी ने उत्तर में बांग्ला लिखा, पर परीक्षा बोर्ड ने सही जवाब संस्कृत बताया। इसके बाद वीरामणी ने परीक्षा बोर्ड के जवाब को कोर्ट में चुनौती दी। इसमें उसने कई किताबों में राष्ट्रगीत के बांग्ला भाषा में लिखे जाने का साक्ष्य भी दिया। इसमें बंकिम चंद्र चटर्जी द्वारा लिखी गई किताब आनंदमठ का भी जिक्र किया, जिससे राष्ट्रगीत को लिया गया है। इस पर हाईकोर्ट ने राज्य सरकार के महाधिवक्ता को सही जवाब खोजने का आदेश दिया।
13 जुलाई को महाधिवक्ता ने कोर्ट को बताया कि वंदे मातरम् की मूल भाषा संस्कृत है, लेकिन इसे लिखा बांग्ला में गया है। जज ने सरकार से वीरामणी को टीचर एलिजबिलिटी टेस्ट में शामिल करने का आदेश दिया।
जस्टिस एमवी मुरलीधरन ने कहा कि सभी सरकारी और प्राइवेट स्कूलों को यह तय करना चाहिए कि उनके स्टूडेंट्स हफ्ते में एक दिन सोमवार या शुक्रवार को राष्ट्रगीत जरूर गाएं। यदि लोगों को यह लगता है कि राष्ट्रगीत को संस्कृत या बांग्ला में गाया जाना कठिन है तो वे इसका तमिल या अंग्रेजी में अनुवाद कर गा सकते हैं। राज्य के सूचना विभाग को सरकार की सभी वेबसाइट्स और सोशल मीडिया पर राष्ट्रगीत को तमिल और अंग्रेजी में भाषा में अपलोड सर्कुलेट करना चाहिए। हालांकि कोर्ट ने यह भी स्पष्ट किया कि अगर किसी व्यक्ति या संस्थान को राष्ट्रगीत से किसी भी तरह की समस्या है, तो उसे जबरन गाने के लिए मजबूर नहीं किया जा सकता है। बशर्ते उनके पास ऐसा करने के लिए पुख्ता वजह हो। जज ने यह भी कहा कि युवा ही इस देश की भविष्य हैं और कोर्ट को विश्वास है कि इस आदेश को सही भाव और उत्साह के साथ ही लिया जाए।

No plans to remove Tagore from school books: Javadekar
New Delhi, Jul 25 (PTI) The government has no plan to remove Ravindranath Tagore from school textbooks, HRD Minister Prakash Javedekar told Rajya Sabha today.

Responding to the issue raised by Derek O'Brien (TMC) during the Zero Hour, the Minister said the government respected Tagore and all others who had contributed to the freedom and literature of the country.

"We hail everybody and nothing will be removed," he said.

Javadekar said for NCERT books, teachers and others have been asked to give suggestions to correct or remove "any factual errors" in textbooks.

Naresh Agarwal (SP) said the Nyas has also suggested the removal of Urdu words and Mirza Ghalib from the textbooks.

As many as 7000 suggestions have been received, Javadekar said. "We will not do anything which will create some problem."

Raising the issue, O'Brien said the HRD Ministry had called for suggestions and one of the suggestions from RSS- affiliated Shiksha Sanskriti Utthan Nyas was to remove Tagore's works and references from the syllabus.

"Rabindranath Tagore does not need a certificate from anybody," he said and asked the minister to disassociate from the Nyas.

After the minister's statement, O'Brien walked up to Javedekar to present to him three books on Tagore for his reading.

During the Zero Hour, D Raja (CPI) raised the issue of thousands of college and university teachers staging a demonstration in the national capital to protest the government "apathy" regarding the education sector.

UGC and AICTE are under a cloud of uncertainty and there are fears of they are being dismantled and replaced, he said, adding this was an attempt to "bureaucratise, centralise and commercialise education".

He demanded an increase in te budget allocation to education to 10-15 per cent of the GDP.

Javedkar said his ministry was engaged with the teachers.

"We are not dismantling anything," he said. "We are reforming the regulator and giving more autonomy to the institutions.

Govt focussing on teachers for quality education
Kolkata, July 25 (PTI) The government is focussing on teachers for providing quality education and is taking strong view of absentee teachers in schools run by it, secretary to union school education and literacy ministry Anil Swarup said today.

"I was aghast to learn that 25-28 per cent of teachers do not go to school but get paid handsomely. Most of them are sincere but we need to take a strong view of absentee teachers, specially in the government domain first," he told reporters on the sidelines of an ASSOCHAM programme here.

Swarup said 4,000 B-Ed colleges in the country have not furnished their affidavits and they will not be accredited by the NCERT nor will there be any punitive action against them.

An estimated 11,487 colleges had furnished their affidavits and each B-Ed college will be vetted by the third party. "But there will be no inspector raj."

There will be five star ratings for certain B-Ed colleges based on their performances and facilities, he said adding, "We don't need to regulate these colleges after their five star accreditation by National Council for Teacher Education. There will also be no usual inspection."

On the detention policy proposed by union HRD minister, Swarup said the policy is for class 5 and class 8 students and the Parliament will decide on the Detention Act.

"But let me clarify none stops anybody from conducting examinations in other classes as well."

To a question about poor salary of teachers in private schools, Swarup said agreed that many of them did.

DD plans to change its logo, launches design contest

New Delhi, Jul 25 (PTI) The iconic Doordarshan logo, said to symbolise the human eye, may soon be a thing of past as the broadcaster seeks to connect aggressively with the youth while preserving the "nostalgia" associated with the DD brand.

The state-owned broadcaster has begun the process of replacing the current logo which it has been using since 1959.

Doordarshan, which runs 23 channels across the country, has floated a logo design contest, the winner of which will get a cash prize of Rs 1 lakh.

"The Doordarshan brand and the logo evokes nostalgia in certain generation of the country. Today, the county's population largely comprises people below 30 years of age and they don't share the same memory that the earlier generation has of Doordarshan," said Shashi S Vempati, Chief Executive Officer, Prasar Bharati, which runs the Doordarshan and All India Radio.

About 65 per cent of India's population is below the age of 35 years.

"The young generation was born in the post-liberalisation era when there were multiple channels and it (the new generation) doesn't connect to the DD brand the same way the earlier generation," Vempati told PTI.

This is an attempt to have conversation with the younger generation and make the DD brand "relevant" to them, he added.

According to the invitation seeking new design, "The new logo while recalling the strong nostalgia associated with the DD brand, should reflect the aspirations of a new India."

The last date for submitting logo design is August 13.

The move is seen as a part of the broadcaster's bid to modernise and revamp its network.
