here is not any process to promote from ht to master cadre.

I am appointed as ETT Teacher on Regular basis ( Pensionable Post) in 7230 Posts , which appointed in December 2001. My regular Joining date is 01-01-2002. I belong to Handicapped Category.( General Caste )
My promotion in Master cadre is due in punjabi subject.
now these days , government is doing Head Teacher Promotions now.
My name must be in that list of promoted head teacher if I will apply for the same.
if i got head teacher promotion, then i will not eligible to take promotion in master cadre.
please suggest me what to do, whether take promotion as head teacher in primary department or refuse to take this promotion.
My Qualification is               B.Com.,  B.A. (Additional Punjabi ),  B.Ed.,  M.A. (Eco),  M.Com.,  PGDCA
