Punjab to ensure benefits to contract employees as per labour law
Chandigarh, Sep 26 :Punjab Chief Secretary S C Aggrawal has issued instructions to various government departments to ensure all the incentives and facilities as per labour law to all contract employees employed through outsourcing agencies. In a communique to Principal Secretary to Chief Minister D S Guru, the Chief Secretary asked the departments to ensure as per laws, Minimum Wages, Provident Fund and ESI Facilities to all the Contract Employees working under different Government Departments. The letter said it had been noticed that the Government Departments generally invited quotations from contractors for hiring the services of employees on contract basis. He said that only those contractors were given the weightage whosoever quoted the lowest rate but this fact was totally ignored by the government department that how the contractor would ensure the Minimum Wages and other incentives to the employees as per the labour laws. The Chief Secretary categorically directed the government departments to ensure labour laws while dealing with the contractor. He also mentioned that the contractors in most of cases did not pay the whole salary released by the government to the contract employee and also did not give the contract employees, their Bonus, Gratuity, Maternity leave and sanctioned Holidays.

be alert
In Himachal Perdesh....this is the cabinet decision about contract employees in yesterday's meeting .The decision has been taken for amendment in Rule 15-A (VII) (D) of Recruitment and Promotion Rules for the contractual employees of State Government. In exceptional cases where the circumstances for the unauthorized absence from the duty is beyond the
control of the employee due to medical grounds without the approval of controlling officer, such absence will not
automatically lead to the termination of the contract. However, in exceptional cases where the circumstances for un- authorized absence from duty beyond his/her control on medical grounds, such period will not be excluded while considering the case for regularization.
But the incumbent will have to intimate
the Controlling authority well in time in
this regard.
