Panjab University to relax qualifying service for full pension to 25 years

There is good news for the teaching and non-teaching staff of Panjab University (PU) as the university is all set to relax the qualifying service for full pension to 25 years from 33 years.

The Union government has fixed the qualifying service at 20 years for full pension while in the Punjab government it is 25 years. The qualifying service of 33 years is a hindrance for teachers from other universities and institutions to join Panjab University (PU).   

The recommendations of a pension subcommittee, headed by dean, university instructions (DUI), prof AK Bhandari, will be put before the syndicate for approval on July 19.

As per the proposed amendment in the PU calendar volume 1 by the pension subcommittee, the pension shall be calculated as per the pension rules of the Punjab government as contained in the Punjab Civil Service Rules, Volume 2, as amended from time to time.

Now, as the Punjab Civil Service Rules had been amended, consequent to implementation of pay commission report from 2006, the benefit of full pension has been allowed on the basis of qualifying service of 25 years instead of 33 years.

Also, the PU has proposed that the minimum amount of pension will be enhanced to Rs 3,500 per month from the earlier limit of Rs 375 per month.

After approval from the syndicate, the matter will go to the senate and finally the amendments will be sent to the ministry of human resource development (MHRD) for its nod.

"The qualifying service at 33 years for pension is a hindrance for teachers working in other universities and institutions to join the PU. It is a welcome step. But we are little late in adopting it. We shouldn't take the longer route via syndicate and senate for approval. We follow the Punjab Civil Service Rules and any amendments therein should be automatically implemented," said prof Rajat Sandhir, president, Panjab University Teachers' Association (PUTA).

Presently, the pension is given to those who joined the service in the PU before January 1, 2004. Now, as per the proposed amendment, all those who were covered under the old pension scheme prior to January 1, 2004, and joined the university on or after January 1, 2004, without any break shall be eligible for pension provided that the previous employer transfers the pro-rata pensionary benefit to university.
